2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative

FEMA has issued Mission Assignments to EPA to staff the ESF#10 desk at the FEMA AFO, to conduct ESF#10 operations for HHW and orphan containers and to conduct debris removal.

2.1.2 Response Actions to Date

See previous SitReps for previous information. The following is a summary of each day in this reporting period:

1/23/2016 - Two HHW and one orphan collection teams were active. Six debris removal teams were active. HHW collections continue in tandem with debris pickup, with one orphan container team picking up hazmat containers (not related to curbside materials) as they are identified. Preparations were made for river/boat operations to begin tomorrow. JTF members met with the EPA Fenton ESF#10 Field Operations office to discuss EPA operations and future planning and reporting. It was decided that the "2-1-1 call line" established for Missouri and Illinois, followed-up on by the corresponding AmeriCorps reporting of "mucking and gutting" addresses, will become the final barometer used to measure successful completion of the C&D debris Mission Assignment.

1/24/2016 - Two HHW collection teams were active. Six debris removal teams were active. River recon/collection teams began operations, initially focusing on collecting known containers/drums and conducting additional reconnaissance on the Meramec River. 

1/25/2016 - Two HHW collection teams, four river recon/collection teams and five debris removal teams were active. "Mucking and gutting" of impacted homes continues, averaging approximately 30 homes per day, creating a constant inflow of debris to be picked up. Operations/Command is working with Region 7 Counsel on access issues for collection of orphan containers along the impacted rivers.

1/26/2016 - Two HHW collection teams, four river recon/collection teams and five debris removal teams were active. River/recon teams continued the collection of containers/drums on the Meramec River. Debris removal team activities included the removal of a large number of pallets, sandbags and astro-turf, as well as several teams continuing post-"muck and gut" runs in various communities. FEMA, EPA and the Jefferson County Parks Division Manager met to discuss the EPA plan to clear debris and sediment at the large vegetative debris field at Jefferson County Winter Park. The entire grinding/mulching operation is expected to take 6-8 days. In an effort to shrink the size of the AFO Jefferson Barracks Debris Task Force, several reporting processes will be transferred to the EPA Fenton ESF#10 Field Operations office. USACE met with EPA to discuss AFO daily reporting responsibilities.

1/27/2016 - Two HHW collection teams, four river recon/collection teams and five debris removal teams were active. River/recon teams continued the collection of containers/drums on the Meramec River. Debris removal team activities included the completion of removal of a large number of pallets, sandbags and astro-turf, as well as several teams continuing post-"muck and gut" runs in various communities. Forty-four pallets of e-waste have been sent for recycling to date, as well as 30.2 tons of scrap metal. EPA took the lead on daily reporting that was previously being completed by AFO personnel.

1/28/2016 - Field operations were in the midst of significant "right-sizing". Two HHW collection teams were active. River collections were less than expected and HHW collection and debris removal were decreasing. River recon/collection teams were reduced from four to two teams and debris removal teams went from five to four teams - an overall reduction of approximately 14 contractor personnel over the past few days.

1/29/2016 - Two HHW collection teams, two river recon/collection teams and four debris removal teams were active. No debris removal is scheduled after noon on Saturday and all day Sunday, due to the cost of opening the landfill and the lower amounts of debris being generated.

AFO ESF#10 has received 14 completion release forms from community leaders to date (Arnold, Byrnes Mill, Eureka, Herculaneum, Kimmswick, Kirkwood, O'Fallon, Pacific - effective 1/31/2016, St. Charles (City), St. Peters, Union, Valley Park, Jefferson County, St. Charles County - effective 1/31/2016); six release forms are yet to be received (Fenton, Florissant, Portage Des Sioux, West Alton, Franklin County, St. Louis County).

2.2.1.1 Planned Response Activities

Continued staffing the FEMA AFO and provide assistance, as needed, to the state.

Continue HHW collection documenting each pass through neighborhoods.

Continue general debris recovery documenting each pass through neighborhoods.

Continue orphan container recovery.

The Region 7 REOC continues to be activated to assist with all field operations.

2.2.1.2 Next Steps

Mulching/grinding of the large vegetative debris field at Jefferson County Winter Park is scheduled to begin on Monday, February 1, 2016. Prep work at this area is ongoing.

Field operations continue to contract. River recon/collections will conclude this weekend and HHW collections and debris recovery are decreasing. A demobilization plan is being drafted. The number of teams and/or overall personnel will continue to decrease into next week.

2.2.2 Issues

Extreme cold conditions and problematic orphan container recovery are possible issues.

    Currently, nine EPA personnel have been mobilized and each will take care of their own logistics.
