1.1.2 Site Description
Halaco is the site of a former secondary smelter that processed primarily magnesium, but also aluminun. The site consists of the smelter parcel and the waste pile. The smelter originally contained multiple smelter buildings and an office building. Only the office building remains, the other buildings being demolished as part of this removal action. The office building was condemned on March 2, 2010, by the City of Oxnard.The Waste Pile and the smelter parcels are bisected by the Oxnard Industrial Drain.
1.1.2.1 Location
The site is located at 6200 Perkins Road, Oxnard, Ventura Co., CA. The site is in a industrial area. To the west is a POTW, to the north is a paper plant, to the east is the former Halaco Waste Pile and to the south is the Ormond Beach Wetlands, Ormond Beach and the Pacific Ocean.
1.1.2.2 Description of Threat
The site is on the NPL and contains heavy metal and low level radioactive contamination.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
An assessment of the structure found structrually unsound buildings that had been previously condemned by the City of Oxnard. The soil in the southern portion of the site has low level (up to 15 times background) radioactive contamination. The site is currently being assessed as part of the RIFS process by the Remedial program.

2. Current Activities

2.1 Operations Section
|
|
|
|
2.1.1 Narrative
The removal will demolish both the Smelter and Bag House buildings. Prior to demolition, asbestos abatement will remove all asbestos containing materials from one of the furnaces identified as containing asbestos insulation. While on-scene the asbestos abatement subcontractor will remove other asbestos containing materials including wall mastic, and flooring. Both buildings will be deconstructed in a controlled manner. Dust control is a primary concern and the buildings will be vacuumed and wetted prior to deconstruction.
The removal will generate several waste streams, including concrete debris, metal debris, miscellaneous non-hazardous municipal waste, and a limited amount of possibly hazardous waste. The concrete debris will be broken up into small pieces and used as fill in on-site vaults. Metal debris will be salvaged and sold as scrap. Miscellaneous non-hazardous construction waste will be disposed of in an appropriate landfill. Any waste material classified as hazardous under RCRA or California Title 22 will be dealt with in accordance with the relevant requirements.
2.1.2 Response Actions to Date
On February 25, 2010, OSC Robert Wise replaced OSC Marty Powell. The ERRS contractor was continuing to crush the building debris (concrete) into small pieces and spread it on the property as fill. ERRS was also continuing to collect scrap metal from the property. After OSC Wise met with the representative of the Haack family, the shround on the far eastern smelter pot was cut up for scrap as well as the middle smelter pot.
On March 1, 2010, a press conference was held on the site. It was attended by local, County, State and Federal elected officials including Congresswomen Lois Capps. The press event was hosted by Superfund Division Director Keith Takata. On the afternoon of March 1, 2010, the City of Oxnard, Building Department visited the site to examine the remaining building, a brick office and warehouse structure. After examining the building, it was determined to be unsound and condemned by the city. Also on March 1, 2010, the removal of scrap metal began. ERRS secured a price of $275/ton. As of March 5, 2010, approximately $235,000 in scrap metal had been recycled and credited to the EPA by ERRS.
On March 3, 2010, ERRS removed the remaining slag washer via a crane. On that day, the representative of the Haacks also dismanlted the remaining two smelter pots. This equipment will be shipped off-site at a later date.

ERRS will continue to remove the scrap metal for recycling. Once all of the scrap metal has been removed from the former smelter pot vaults, the vaults will be backfilled with building debris.

The City of Oxnard has requested EPA demolish the office building prior to demolition. However, when contacted about this structure, the property owner denied to city permission to demolish the building.
Also during the removal action, OSC Wise and ERRS visited the waste pile to evaluate the condition of the coir matting. The matting is damaged in several places and requires repair. OSC Wise has recommended either repairing the matting or replacing it with a growth matrix and seed to the Remedial Project Manager assigned to the site.
