1.1.1 Incident Category
US EPA Region 4 conducted a Emergency Response to provide bottled water to residents with potentially impacted wells contaminated with perchloroethylene (PCE). PCE was detected in samples collected by NCDENR and the County Health Dept.

1.1.2 Site Description
NCDENR has requested EPA technical assistance in an incident in Staley, NC involving the discovery of perchloroethylene (PCE) in local residential water supply wells. OSC Rhame responding with ERRS and START to provide bottled water to potentially impacted residents and conduct water sampling at private wells. NC DENR and County Health Dept began collecting samples in the community as part of a investigation being conducted related to a abandoned gas station, Brown's Exxon, located on NC Hwy 49 and Whites Chapel Road.


1.1.2.1 Location

1.1.2.2 Description of Threat
Samples collected by NC DENR and the County Health Department indicate concentrations of PCE above the removal action level of (12 ppb).  
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
NC DENR and County Health Dept. detected PCE in the residential well samples up to 67.9 ppb.  EPA toxicologist have reviewed the data and recommended that the EPA Emergency Response and Removal Branch (ERRB) provide bottled water to the residents exceeding MCLs until EPA data could be collected confirming the state and county data.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
On 2/24/2010 EPA delivered water to the residents exceeding MCLs and RALs. Residents that exceeded the RALs were given guidance to reduce exposures, ranging from not using the water to limiting bathing times and venting with open windows or fan during bathing etc. Bottled water will continue to be provided until EPA collects and confirms the data. ATSDR has been contacted and requested to consult with residents having impacted wells.

2.1.2 Response Actions to Date
EPA confirmed NC DENR and County Health Dept. data indicating that RALs for PCE was exceeded. EPAs results showed PCE in concentrations up to 150 ppb.  Water filtration systems were installed on 3/21 and completed on 3/22. The resident having the highest concentrations (150 ppb) refused to allow EPA to install a water filtration unit. This resident was advised of the dangers involved with continuing to use the well water.  This resident wanted EPA to construct another well.  EPA consulted with technical advisors that advised against installation of new wells due to the geology of the area and the chemical characteristics of PCE, it is unlikely that a new well would resolve the exposure long term.  All residents remain on bottled water being provided by EPA until samples can be collected and analyzed from the filters indicating that the filters are working properly.
EPA continues to provide bottled water and to discuss the desire to install a filter for the resident having the highest concentration (150 ppb) PCE.
