1.1.1 Incident Category

1.1.2 Site Description

1.1.2.1 Location

The Site is located at 914 Industrial Park Road, Prattville, Alabama (32.4304062 latitude, -86.4634645 longitude).  The site is a 0.60-acre inactive electroplating facility. 

The land use of the surrounding area is industrial with many businesses surrounding the Site.  It is also bordered by Industrial Park Road tot he east and north.  The nearest human population is approximately 700-feet from the Site.  Autauga Creek is located approximately 400-feet and down-gradient of the Site.

Deep South Plating was an electroplating facility that operated from sometime in the early 1980's until as recently as 2009.  The main process conducted at the facility was zinc and nickel electroplating.  The site consists of the main process building, a small storage shed, and the facilities former waste water treatment system.

1.1.2.2 Description of Threat

Field screening of the wastes on site showed pH readings of most of the fluids being below 1 or above 14; this also includes water collecting on the floor of the building.  Some of the other materials located on site that are defined as hazardous substances by section 101(14) of CERCLA include: muriatic acid, nickel sulfate, sodium cyanide, zinc cyanide, and sulfuric acid.  Also located outside the building were several drums of what appeared to be used oil.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

The Deep South Plating Site was referred to ERRB by Alabama Department of Environmental Management (ADEM) on March 8, 2010 for consideration as a Removal Site Evaluation (RSE) after the Site was referred to them by the City of Prattville Fire Department (PFD) due to the presence of the hazardous materials located on the property.

On March 10, 2010 OSC Jeff Crowley mobilized to the Site with members of Superfund Technical Assessment and Response Team (START) personnel to conduct a RSE.  During a reconnaissance of the Site, OSC Crowley discovered approximately 25-30 containers (55-gal drums, 5-gal buckets, mini-drums) on the site, located near a public road bordering the Site.  In addition, the main plating building was not secure as a large bay door was missing with the plating lines still in the building.  Based on pH readings taken from the drums and plating lines it was determined that the containers contained high levels of caustic and corrosive materials. The OSC decided that the drums and other open containers needed stabilization and had the Region 4 Telephone Duty Officer intitiate a emergency response action on March 10, 2010.



2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

As stated earlier, an emergency response action to stabilize all containers was initiated on March 10, 2010.  START was already onsite due to the RSE and began the process of sampling all containers, photo documenting the site and conducting air monitoring.  ERRS crews arrived onsite on March 11, 2010.  ADEM and PFD also remained onsite to assist ERRB should they need it.  For a detailed list of actions completed, please refer to section 2.1.2 of this POLREP.

2.1.2 Response Actions to Date

The following response actions were completed during this reporting period:

  • Planned site activities were discussed with ADEM
  • Continued collection of non-hazardous and hazardous debris materials throughout building
    • Floor sweep material & resin within vats were staged separately
  • Continuation of vat clean out/transfer into drums
  • Continuation of hazcatting consolidated drums into various waste streams-- corrosives, poisons, inert solids, flammables, unknown liquids, cyanide containing liquids, paint related materials, and aerosols
  • Consolidation of compatible waste streams
  • Began torch cutting of A-frames that hoisted equipment within building
  • Composite samples of main operation area returned below removal action levels (RAL) for target analyte list (TAL) metals, cyanide, and hexavent chrome
  • Waste water treatment pit samples returned below RALs

The City of Prattville released a statement to the media on March 12, 2010 regarding Site activities.  The OSC coordinated with EPA Region 4 Office of External Affairs for any questions that may arise for the EPA.
