1.1.2 Site Description

A removal site evaluation indicating that the Zonolite Road Site be given priority for removal eligibility was completed on March 23, 2011.   The Site, also referenced as the “GAO 144 site” was the former location of a vermiculite expansion (or, exfoliation) plant.  According to the previous owner and operator, the expansion plant operated from 1950 until 1970 and received between 499 and 1,225 tons of vermiculite concentrate from the W.R. Grace vermiculite mine in Libby, Montana. 

 1.1.2.1 Location

The Site is located approximately 4.5 miles northeast of downtown Atlanta, Georgia, in a developed urban area of mixed light-industrial, commercial, and residential use.  The site occupies about 16 acres, some or all of which was the former location of a vermiculite expansion plant.  The Site is bordered to the south by Dalon Road, a landscape services and garden business, and the south fork of Peachtree Creek.  To the west of the Site are Peachtree Creek and several residences.  The Site is bordered to the north by railroad tracks and a complex containing numerous commercial and light industrial businesses.  Residential communities are located to the south beyond the south fork of Peachtree Creek, to the west, and to the north beyond the railroad tracks.  
 

2. Current Activities
  2.1 Operations Section
   
2.1.2 Response Actions to Date Summary 

To date, approximately 23,000 tons of material has been removed and sent offsite for disposal to the Waste Management Landfill in Ball Ground, Georgia. Crews are currently removing the bank of the stream that runs along the perimeter of the excavation. This activity should be complete in the early part of the week of February 6, 2012. Clearance sampling in the excavation area is planned for the week of February 6, 2012. Based on current progress site may be turned back over to the Site owner, DeKalb County, by the end of February. OSCs Eichinger, Stilman and START on-site conducting oversight.

Air sample data was received for January 17 and 18th, 20112 No asbestos was detected in the perimeter or personnel air samples. 

February 1, 2012 - Removal operations continued. 54 dump trucks were loaded and sent offsite with approximately 810 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. EPA soil sample results were received for the area under the south pad. Results indicated that the asbestos concentration was below the site specific cleanup goal of 0.25% asbestos. 

January 31, 2012 - Removal operations continued. 63 dump trucks were loaded and sent offsite with approximately 945 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. Water was applied to the haul road, as needed to suppress the dust. EPA, START, Grace, and URS discussed ABS sampling procedures based on drier conditions at the site.  

January 30, 2012 - Removal operations continued. 52 dump trucks were loaded and sent offsite with approximately 884 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. Crews continued pumping the excavation pit in selected low areas. Trucks were generating a large amount of dust as they drove on the haul road. OSC requested dust suppression on dry haul road and storm water management along the truck entrance. Stone was applied to the service entrance. Trucks will slow down and water will be applied, as needed. 

January 27, 2012
– No material was sent offsite for disposal today. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. Winter continued pumping the excavation pit in selected low areas. The crew completed the haul road. START continued particulate air monitoring, began generation of sampling plan and revised cost estimate. Grace is finalizing the grading plan with DeKalb County. 

January 26, 2012
- Removal operations continued. 27 dump trucks were loaded and sent offsite with approximately 405 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. Crews continued pumping the excavation pit in selected low areas and continued to build the haul road. EPA, START and Grace discussed ABS sampling protocols. START and URS split samples from the north pad, generally groundwater was encountered at 2.0 ft and one aliquot of five was not collected due to immediate groundwater intrusion. 4 aliquots and 1 composite was submitted to MAS and BATTA for asbestos analysis.  

January 25, 2012 - Removal operations continued. 17 dump trucks were loaded and sent offsite with approximately 255 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. Crews continued pumping the excavation pit in selected low areas and repair damaged caused by the last storm. The north berm was impacted and created storm water run-off into the excavation pit. 

January 24, 2012 – No excavation occurred. Air sampling was discontinued for the day. Crews were still addressing the water in the excavation caused by the severe storm that occurred over the weekend. 2-three inch and 2-two inch pumps running to drain the excavation pit. Crews are filtering the storm water prior to off-site discharge.  

January 23, 2012
– No excavation occurred. Air sampling was discontinued for the day. A significant amount of water accumulated in the excavation due to heavy rains over the weekend. Crews setup 2-three inch and 2-two inch pumps to drain the excavation pit. Crews are filtering the storm water prior to off-site discharge. 


January 20, 2012
- Removal operations continued. 25 dump trucks were loaded and sent offsite with approximately 375 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. Crews continued construction of the haul road towards the NW corner and will proceed around the perimeter of the site as the excavation progresses.

January 19, 2012 - Removal operations continued. 25 dump trucks were loaded and sent offsite with approximately 375 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples. Contractor continued construction of the haul road towards the NW corner and will proceed around the perimeter of the site as the excavation progresses. START samples taken on January 18, 2012 were shipped to the lab for analysis. Grace samples results for the current excavation pit and south pad were received. No asbestos was detected.

Finish soil removal and restoration of the drainage creek bank

Perform clearance ABS sampling in the excavation during the week of February 6, 2012

Begin site restoration of the excavation area after clearance sampling results are received

Address asbestos contamination under the edge of the old building pads.  Crews will remove portions of the concrete pad and the contaminated soil down to native soil and perform confirmation sampling.

Clean the old building pads where it has been determined that asbestos in not present underneath. 

Remove the truck/equipment decontamination operation.

Perform ABS Clearance sampling on the old building pads.

Turn the site back over to DeKalb County pending the results of the clearance sampling.

5. Definition of Terms
  ABS - Activity Based Sampling - Collecting of air samples while engaging in dust generation activities that could disturb asbestos fibers and release them into the air.

OSHA - Occupational Safety and Health Administration - an agency of the United States Department of Labor whose mission is to prevent work-related injuries, illnesses, and occupational fatality by issuing and enforcing standards for workplace safety and health.

PCM - Phase Contrast Microscopy - Sample analysis procedure, following NIOSH Analytical Method 7400, used to determine the presence of fibers in air samples.  This procedure does not differentiate between non-hazardous fibers and asbestos fibers.  Used to determine the effectiveness of engineering controls and work practices during the actual removal of the asbestos contaminated material. 

PEL - Permissible Exposure Limit - Legal limit in the United States for worker exposure to a chemical substance or physical agent.

TEM - Transmission Electron Microscopy - Sample analysis procedure, following NIOSH Method 7402, used to determine the presence, type and concentration of asbestos in air samples.
