1.1.2 Site Description


NRC Report #937821, Clarence Brown Rd Drum - Chatom, Washington County, Alabama

OSC Ullock and START mobilized to the site on 4/22/10 and met with the Washington County Public Health Dept. Environmental. Director, Mr. David Kelly, the Washington County EMA, Mr. Stewart Jackson, and the site property owner, Mr. Billy Covington. The 17, 55-gallon drums appear to contain paint related, flammable solvent and are in fair to poor condition. Some evidence of minor leaking was observed, several drums were lying on their sides with bung lids removed. The property owner reportedly discovered the drums on an unused portion of his undeveloped property on/around 4/20/10 and reported the discovery to the Washington County Health Department via the local Washington County Commissioner. The site owner claimed to have no knowledge of how or when the drums were dumped on his property.

 An emergency response was initiated by EPA to secure the drums, perform field-testing, collect waste samples, and possibly relocate the drums to a secure facility (possibly a local County maintained facility) until proper disposal of the waste can be coordinated. ERRS has been contracted to provide personnel and equipment on 4/23/10 to secure the drums either via over-packs or other suitable containers (totes, drums, etc.) once field-testing and waste sample collection has been completed. An assessment of soils in the vicinity of the drum dump site may be needed to determine if significant leakage from the drums has occurred.

EPA, START (2), and ERRS (USES 3 personnel) mobilized to the site on 

4/23/10 to hazcat, sample, and secure drums for later transport and disposal. 

Level B entry made by START with airmonitoring and rad survey.

Hazcatting performed indicated likely 3 wastegroups:


Possible flammable liquids (non-combustible) - 1, 250-gallon tote.


Dual -phase possible flammable liquid/sludge- 1, 60-gallon drum overpack.


Possible flammable sludge/liquids (non-combustible)- 1, 60-gallon drum overpack.


Possible flammable liquids (non-combustible)- 6, 60-gallon drum overpack.


Representative samples were collectedfor waste profiling (TCLP analysis, corrosivity, and flammability) for allof the above potential waste streams and submitted to the laboratory for analysis.

On April 29, 2010, waste was transported offsite to a temporary (more secure) staging area located at the Washington County yard in Fruitdale, AL. 

Samples results from the waste profiling indicated 3 waste streams-

Waste was transported offsite to the disposal facility (RIMECO  Benton, AR) on July 23, 2010 under Uniform Hazardous Waste Manifest Tracking Number 003213146FLE.
