Facility Fire/ Chemical Specialties Manufacturing

1.1.2.1 Location:

Oakwood Products, Incorporated

1.1.2.2 Description of Threat:

Compromised chemical containers in the interior of a fire-damaged building (leaking ammonia cylinder, bloated drums (acids and organic liquids), and water/air reactive reagents inside of fume-hoods and work stations.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Fire is not completely extinguished.  Ammonia cylinder leaking.  Several buldged drums (acids and organics).  Nitrogen Mustard and Thiophosgene in the building.



2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

On the evening of April 30, 2010 the Oakwood Product, Inc laboratories main lab building (Site) was involved in a structure fire.  South Carolina Department of Health and Environmental Conservation (SCDHEC) requested assistance by EPA to support the response efforts.  EPA OSC and contractor support by the Superfund Technical Assessment and Response Team (START) and Emergency Rapid Response Service (ERRS) deployed to the Site on May 1, 2010 .  Initial involvement included establishing perimeter air monitoring and assessed the incident to develop a plan of action to mitigate the chemical threat caused by the  damaged building that had burned and partially collapsed around laboratory benches and hoods that contained vesicants, flammables and air/water reactive compounds.  Chemical storage and outside pilot plants/batching vessels were not impacted by the fire.

Establish perimeter and work-space air monitoring, assess container inventory, and prepare to move chemical containers to a secure area on-site.

Continue to remove debris off of work station area, inventory and remove chemicals to a secure location.

EPA and Contractor support will mittigate the threat by removing compromised chemical containers and cylinders outside the burned structure and transfer the operations to the RP's contractor.

The fire was not completely out uppon EPA and support contractor's arrival on May 1, 2010.  During multiple attempts to enter the building for assessment the entry team had to egress the building due to flare-ups of hot-spots.
