The LyondellBasell facility is located in an industrial area at 12000 Lawndale Street in Southeast Houston along the Houston Ship Channel. The facility was established in 1918.

1.1.2.2 Description of Threat
At approximately 14:20 LydonellBissel experienced a fire associated with the 536 Crude Processing Unit. The fire was extinguished at approximately 15:30 and it is believed that Vacuum Gas Oil was the product that was burning.

2.1.1 Narrative
The LyondellBasell plant/facility located at 12000 Lawndale at Highway 225 had a crude processing unit catch fire at approximately 14:20 hours. The crude processing unit takes in crude oil to begin the upgrade process to gasoline. At the time of the fire the unit was processing Vacuum Gas Oil.
2.1.2 Response Actions to Date
As a result of the fire, LyondellBasell activated emergency response personnel to fight the fire and initiated a shelter in place for plant personnel. LyondellBasell fire fighters were able to extinguisher the fire by 15:30. Perimeter air monitoring was conducted by LyondellBasell personnel with no measureable VOCs at the perimeter of the facility. An "All Clear" alert was issued at approximately 19:35 allowing plant personnel to return to normal operating procedures. The fire fighting water was contained within the concrete secondary containment area and/or the surrounding storm water system.
All fire fighting water will be processed through the normal operating procedures and disposed of at Gulf Coast Waste Disposal Authority. LyondellBasell plant personnel are calculating potential released chemicals to determine if reportable quanties were exceeded. If there were any exceedances are calculated, plant personnel will notify the appropriate regulatory agencies.
