1.1.2.1 Location

1.1.2.2 Description of Threat
Private Well contaminated with PCE at a concentration of 17 parts per billion (ppb). Another private well identified with PCE contamination at 24 ppb.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Mecklenburg County sampled the residential well on May 7th 2010, which revealed concentrations of PCE above the Removal Action Level (RAL) of 12 ppb. Concentrations of PCE detected in the well were 17 ppb. On June 10, 2010 Mecklenburg County notified EPA of a residence on Argyle West Drive with PCE contamination at 24 ppb.


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
EPA received a request for assistance from Mecklenburg County Groundwater and Wastewater Services. Mecklenburg County discovered the presence of tetrachloroethylene PCE in a private water supply (well) above the Removal Action Level (RAL) of 12 parts per billion (ppb) on Bennett Street in Charlotte, NC. Samples collected by Mecklenburg County on May 7, 2010 documented the presence of PCE at 17 ppb. EPA provided bottled water to the resident and will connect the home to a municipal water line that is located at the street. EPA will also disconnect the contaminated private well and permanently close the well to prevent the possibility of future cross-contamination.

On June 10, 2010 Mecklenburg County Groundwater and Wastewater Services notified EPA of another residential well contaminated with PCE above EPA Maximum Contaminate Level (MCL) of five ppb and the RAL. PCE was detected at 24 ppb in samples taken on May 26, 2010 by Mecklenburg County. The residence is located on Argyle Drive in Charlotte, NC. The source of PCE contamination in the Bennett Street and Argyle Drive wells is unknown. EPA is providing bottled water to the impacted residence and will connect the home to a municipal water line and permanently close the well.

The residence on Bennett Street was connected to municipal water on June 21, 2010 and the contaminated well was capped on July 1, 2010. The residence on Argyle Drive was connected to municipal water on June 28, 2010 and the well was capped on July 2, 2010.

2.1.2 Response Actions to Date
On 6/3/2010 EPA sent the resident a Access Agreement with Water Line Extension Authorization. EPA will deliver bottled water to the resident  for 14 days while a water line extension installation in conducted.
On 6/10/2010 EPA was notified of an additional residence with PCE contamination above the MCL. EPA delivered bottled water to the resident until the home was connected to municipal water.
On 6/14/2010. EPA obtained a signed Access Agreement with Water Line Extension Authorization.
On 6/21/2010 the Bennett Street residence was connected to municipal water.
On 7/1/2010 the Bennett Street contaminated well was capped.
On 6/28/2010 the Argyle Drive residence was connected to municipal water.
On 7/2/2010 the Argyle Drive well was capped.
