1.1.1 Incident Category
This is a response to a mercury spill in a residential home reported to the EPA national response center on July 1, 2010.  The incident was reported by the South Carolina Department of Health and Environmental Control (SCDHEC).  SCDHEC collected initial mercury readings in the residence, confirming the mercury spill.

1.1.2 Site Description
The residential home is located at 159 Shirway Court in Lexington, South Carolina.  The surrounding area is a residential neighborhood comprised of single family homes and mobile homes.  The reported source of the mercury is from an old blood pressure monitor.

1.1.2.1 Location
The latitude for the site is 33.957661, and the longitude is -81.198990.  Currently EPA, START, and ERRS have shelters set up in the front yard of the residence to avoid heat exhaustion.

1.1.2.2 Description of Threat
The mobile home is currently occupied by the homeowner, her 22 years old and 5 months pregnant, a 20 year old male, and a 13 years old female.  Initial readings taken by SCDHEC with a Lumex mercury vapor analyzer were 50 ug/m3 at the front door, 220 ug/m3 at the point of release in the 13 year old girl's bedroom, and 35 ug/m3 under the mobile home.  Elemental mercury was observed under the carpet in the bedroom of the 13 year old girl.  The residences will be staying elsewhere while mitigation efforts take place at their home.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

2.1.2 Response Actions to Date
  • START collected mercury readings first thing in the morning after the house was left to ventilate until midnight.  Mercury readings in the residence were greatly decreased, however the goal of 1 ug/m3 was not met.
  • Much higher readings were observed in source room 2, where the HgX vapors were still present.  After checking the head space of an empty HgX can, it was determined that the HgX vapors were giving false positive readings.
  • START collected readings from the particle board from source room 1, which maxed out the Jerome 431X.
  • ERRS painted both source bedrooms with multiple coats of Killz paint.  An epoxy paint was painted on the floors of the bedrooms.
  • Bagged items from source rrom 2 were placed in the sun again to allow for mercury to vaporize.
  • START checked the head space of each bag for mercury vapors.  Items that remained above 10 ug/m3 were placed in a conex box for later shipment to an approved disposal facility.

2.2.1 Anticipated Activities
ERRS will continue mercury recovery and mitigation operations in the residence.  Contaminated items will be collected and shipped to an approved disposal facility.

Based on the mercury readings START will collect tomorrow morning, if mercury readings continue to be above 1 ug/m3, furniture will be removed from the master bedroom so the carpet can be removed.

2.2.1.1 Planned Response Activities

  • START will take mercury readings first thing in the morning after the house has been left overnight to allow for mercury to vaporize.
  • If readings are still above 1 ug/m3, ERRS will bag items from the home and allow these items to sit in the sun for mercury to vaporize.  ERRS will also remove furniture and items from the master bedroom to remove the carpet.
  • START will collect head space readings from each bag to determine if the items can be returned to the family.
  • ERRS will continue the heating and ventilation process within the residence.
