1.1.1 Incident Category
This incident started with the Kitsap Health District investigating reports of sheens between 8/20/2010 and 10/4/2010 and then finding a subsurface concrete pipe on the beach leaking a black oily material to beach sediment and marine waters. EPA conducted a site visit within 24 hours of receiving the report, which then transitioned to a removal assessment and sampling, which then transitioned to an emergency response removal action (deployment of boom within 24 hours of receiving report from Kitsap Health District). The incident then transitioned to the USCG who performed a removal assessment, followed two nights later by a USCG removal action (deployment of two-level boom), followed the next night by a joint USCG/EPA removal assessment and sampling event.
1.1.2 Site Description
The rocky marine beach adjacent to and north of the Old Bremerton Gasworks site.
1.1.2.1 Location
The beach north of 1725 Pennsylvania Avenue, Bremerton, WA 98310.
1.1.2.2 Description of Threat
Release of Coal Gas Tar (containing PAHs above Regional Screening levels for residential soil) from a leaking concrete pipe joint to the beach and Washington Narrows marine water.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Visible black oily contamination at beach surface appears to cover approximately a 100 foot square of visible beach surface, starting approximately 60 feet below high tide mark. Visible contamination extends to an unknown depth of soil (but at least two feet bgs in places) and continues out into the water below the low tide line. Sheens have been reported drifting at least as far west as the Port of Washington Narrows marina.

2.1 Operations Section

2.1.1 Narrative
Cascade Natural Gas and its contractors, Anchor QEA and Aspect Consulting, performed a site investigation on 10/27/2010 to determine the best approach to securing the oily release. They learned that there are multiple pipes entering the beach and they found a second contaminant source. As a result, they started developing a cleanup plan of limited scope to temporarily stabilize the site until a more extensive investigation can be performed to develop a comprehensive cleanup plan. Cascade hired Ballard Diving and Clearcreek Contractors to conduct the ER and removal activities. Anchor QEA drafted the work plan which was approved by UC on 11/4/2010.
2.1.2 Response Actions to Date
Boom was inspected and maintained by USCG until November 2 when Cascade took over that task.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Research on additional PRPs is continuing.
Natacha Sesko, Trip McConkey, and the WDNR have all signed written consents for access for EPA, USCG , Cascade and all their contractors to access the beach through and stage equipment on their properties.

Site work is expected to start on 11/5/2010 with three to five nights of work during low tide to remove the pipe and sediments in the trench and cover the visibly contaminated sediments with an organoclay mat.
2.2.1.2 Next Steps
Future steps include USCG referral of the site to EPA for remedial investigation, a PRP-led removal assessment, and one or more PRP-led time-critical removal actions in the Spring 2011 when low tides will occur during the day.

Ed Berschinski developed a flyer to advise the local residents of the expected heavy night truck traffic and lights for the work starting on 11/5/2010. He plans to hand them out to the Port of Washington Narrows Marina boat live-aboards. OSC Parker plans to hand them out to the residents on Thompson avenue.

3.1 Unified Command
Unified command currently consists of EPA (OSC Kathy Parker), USCG (FOSC Captain Scott Ferguson, FOSCR Danielle Wood), WDNR (represented by Spill Responder Shayne Cothern), and the Kitsap Health District (represented by Grant Holdcroft).
As of 10/9/2010, USCG and EPA have agreed that the USCG will take the lead on response activities occuring on marine water and tidal land below the high water mark and EPA will take the lead on response activities occuring on land inland from the high water mark. EPA will support the USCG with sampling and air monitoring as needed. WDNR, while staying engaged in the planning, has declined to perform any assessment or removal activities and has requested that EPA or USCG perform all necessary actions.
On 10/26/2010 a Tactics meeting was held. On 10/28/2010 aand 11/4/2010 Unified Command meetings were held. On 11/4/2010 a Preconstruction Meeting was held at the Cascade Natural Gas office in Bremerton.
3.2 Cooperating Agencies
The City of Bremerton Mayor Patty Lent has been briefed on the site and activities through 11/4/2010.
WDOE remains engaged on this response and participates in UC meetings.
