1.1.1 Incident Category

1.1.2 Site Description

See POLREPs #1 and #2 for overall site description prior to 2012.  The currently active portion of the site is the engineered repository located at the 1st Baptist Church in Orofino.  See POLREP #3 for description of the situation requiring re-mobilization in 2012 to repair the damaged soils repository retaining wall and improve surface and sub-surface drainage at the repository.

1.1.2.1 Location

The repository site is located at the 1st Baptist Church, Orofino, Clearwater County, Idaho.

1.1.2.2 Description of Threat

Refer to POLREPS #1 and #2 for description of the threat posed by asbestos contaminated soils that required construction of the repository.  Refer to POLREP #3 for description of threat posed by potential failure of the repository retaining wall and subsequent release of asbestos contaminated soils within the repository. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Refer to POLREPs #1 and #2 for initial site inspection results that led to removal of asbestos contaminated soils from a number of asbestos-contaminated properties in and around Orofino, and consolidation of those soils with asbestos-contaminated soils at the Church property.  Refer to POLREP #3 for investigation to evaluate the nature and extent of the repository retaining wall failure and evaluate appropriate alternatives to remedy the problem.

2. Current Activities
  2.1 Operations Section
   
2.1.1 Narrative

As of 9/20/12, the ERRS contractor had completed reconstruction of a majority of the repository retaining wall and construction of a 20' x 20' x 25' deep dry well in the center of the repository to handle stormwater runoff.

2.1.2 Response Actions to Date

The damaged portion of the 19' high retaining wall has been re-built in a stable configuration.  Presently, ERRS is rebuilding the previously un-damaged south wing portion of the retaining wall, as it is necessary to bump the wall out so that the repository can handle additional volume resulting from installation of the large dry well.  Installed toe drainage to dry well outside of the wall, and installed a large dry well and drainage area in the center of the repository, that is designed to handle surface water runoff from the Church parking area and from the geosynthetic liner that will be placed over the top of the repository, to mitigate any future surface water infiltration and saturation of soils behind the retaining wall.

Reconstruction of the retaining wall and re-placement of repository soils will be complete by 9/21.  Next week will involve final grading, installation of the top liner, and placement of 9" of clean topsoil over the liner for liner protection and vegetative cover.

Week of 9/24 will be liner installation and final construction.  Plan on mobilizing week of 10/1 for hydroseeding, repair of damaged asphalt parking lot, re-installation of fence, site cleanup and demobilization.
