1.1.2 Site Description
The site is located in an industrial area behind the Univar Chemical facility. The spill site has a few rail spurs and relatively flat terrain. Any runoff would flow towards the Univar stormwater pond. Impacted area included Univar facility property and Norfolk Southern right-of-way.

1.1.2.2 Description of Threat
One tank rail car derailed and was leaking 50% sodium hydroxide saturated solution from the manway. Release estimate is 20 gallons. Most of the release was captured in two plastic tubs, but additional caustic spilled onto the surrounding concrete and ballast.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA OSC Ball arrived on-scene at 1400 hrs as crews from environmental contractor EQ were off-loading the tank car into tanker trucks. OSC Ball conducted a site walk through with Norfolk Southern and Univar representatives to observe the impacted area. Univar stated that as soon as crews began pumping on the tank car the leak stopped. Spilled caustic was minimal.

2.1.1 Narrative
On January 4, 2011 at approximately 12:10 hrs local time a single tank car carrying 50% Sodium Hydroxide saturated solution derailed behind the Univar facility in Norcross, GA. The tank car was being repositioned at the facility with a Norfolk Southern Locomotive when the derailment occurred. The tank car rolled onto its side after derailing and began leaking caustic soda from around the manway seal. Approximately 10 – 20 gallons of caustic released from the car before environmental contractor EQ arrived on-scene for Univar and began off-loading the tank car into tanker trucks using a diaphragm pump. The tanker trucks were then off-loaded into caustic bulk storage tanks located on the facility.
2.1.2 Response Actions to Date
Most of the leaking caustic was captured in 2 plastic bins placed underneath the manway. Univar stated that free liquids would be collected and disposed of appropriately following completion of the tank car off-load. Additional caustic spilled onto the surrounding ballast, earth, and concrete and was either neutralized using water or captured by placing sorbent down. Following neutralization a pH reading was taken by Univar personnel, which showed liquids at a pH of approximately 7. In addition a soil scrape of the impacted area and sorbent material was conducted by EQ and the soil was drummed for disposal. A total of five drums of waste were generated from the spill.
Hultcher arrived on-scene the morning of 01/05/2011 to re-rail the tank car.

EPA issued Univar a Notice of Federal Interest letter.
