1.1.2 Site Description
1.1.2.1 Location
The York Northeast Groundwater site is located near the intersection of North Lincoln Avenue and 25th Street. North Lincoln Avenue is the east-west division for city streets in York. The geographic coordinates for the intersection are 40.886868 degrees north latitude and 97.592983 degrees west longitude. The site includes an industrial area to the west of the intersection and extends southeastward into a residential area, encompassing portions of Sections 25 and 36 of Township 11 North, Range 3 West; Sections 29, 30, 31, and 32 of Township 11 North, Range 2 West; Sections 5 and 6 of Township 10 North, Range 2 West; and Section 1 of Township 10 North, Range 3 West. Prior to about 2005,
when a bypass west of York was completed, North Lincoln Avenue had been designated as U.S. Highway 81, and West 25th Street as Nebraska Highway 34.
1.1.2.2 Description of Threat
In March 2010, the Nebraska Department of Environmental Quality referred the York Northeast Groundwater site to the EPA Region 7 for a removal action. Prior to referral, NDEQ conducted a Site Inspection (SI) and Expanded Site Inspection (ESI) at the Site. NDEQ's initial actions were based in part on a letter from a York citizen expressing concern about TCE contamination in local private drinking water wells.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The SI found TCE and PCE exceeding benchmark levels in untreated water samples from five private drinking water wells on East Avenue, E. 19th Street, and N. Delaware Avenue. TCE concentrations exceeded the 5 μg/L MCL and Nebraska’s Voluntary Cleanup Program (VCP) Remediation Goals (RG) at three of these locations. The site was referred to EPA for a removal action, and EPA sampled these wells in March 2010. Two additional residences were also sampled at this time.
TCE was detected at 53 μg/L at one residence where 45.5 μg/L had been detected during the SI/ESI in January 2010. At four other residences, TCE was detected at concentrations between 3.3 and 9.6 μg/L. CCl4 was detected at 5.5 μg/L in one well located about 1 mile southeast of the former CCC/USDA facility (north of the TCE-impacted wells). Where detected, PCE concentrations in these wells ranged from 0.85 to 2 μg/L.
Additional sampling by EPA in 2010 identified two wells on Road 13 between Roads N and O that
contained TCE. One of these wells contained TCE at 1.3 μg/L. The other well contained TCE at 6.5 μg/L.

2.1.2 Response Actions to Date
As part of a removal action, six residences that had TCE and/or PCE concentrations exceeding the MCL have been provided with alternate drinking water.
The following residences were connected to the York PWS:

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Based on previous investigations, including a site inspection (SI) conducted in early 2010, the most likely source areas were at either Kroy Building Products (KBP), which manufactures polyvinyl chloride (PVC) fencing, or at Kroy Industries, Inc. (Kroy), which manufactures aluminum tubing and fittings. In the early 1990s, these now-separate facilities were a single facility identified as Kroy Industries, a subsidiary of Alcan Pipe, a division of Alcan Aluminum Corporation (Kroy/Alcan) producing both aluminum and PVC pipe. Alcan purchased the facility in 1988. It previously had been Kroy Metal Products Inc., which had been in operation since 1956. These facilities are located at the northwest corner of West 25th Street and North Division Avenue in northwestern York, Nebraska.
In mid 2011, an Expanded Site Investigation (ESI) was performed by NDEQ to try and further identify the source area for the Site. Based on results of the ESI sampling, the likely source area for the contamination identified at the Site is the area under or around production areas at Kroy Industries where solvents were used. TCE, PCE and other solvents likely traveled through cracks, seams, drains or other pathways through the concrete building slab and migrated to the groundwater below.

EPA Region 7 may perform further sampling of private drinking water wells at the Site if requested by local citizens.

Alternate water provision will be offered to residences whose wells exceed an MCL for contaminants identified at the site.

In December 2013, the site was proposed for listing on the National Priorities List. Assuming that the site is listed on the National Priorities List, next steps will be coordinated by the EPA Region 7 Superfund Remedial Program.

On December 17, 2013, EPA hosted a public availability session at the York public library. The purpose of the meeting was to announce the public comment period for the proposed listing of this site. Approximately 12-15 local citizens were in attendance, including EPA and NDEQ personnel.
