1.1.2 Site Description

Fertilizer facility in a residential area on fire.

1.1.2.1 Location

1.1.2.2 Description of Threat
The fire at Southern States Farm and Garden's facility in Warrenton, NC began at 1745 on February 2, 2011.  The facility was reported to contain fertilizers and pesticides within the building.  The local fire department based on recommendations from a regional Haz Mat team instituted a 6 block mandatory evacuation.  A school is in the vicinity upwind of the facility and has not been evacuated at this time.  Phone Duty deployed OSC Jordan Garrard and Tetra-Tech.  OSC Wagner (Region 3) was asked to assist due to her close proximity to the facility.  OSC Wagner and OSC Garrard arrived onsite, the fire was still burning and under control. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Residents and business in the vicinity were evacuated on February 2 and 3.   A school is in the vicinity upwind of the facility was not evacuated but classes were cancelled on Febraury 3.  By 1800 on February 3, 2011 the mandatory evacuation was changed to a voluntary evacuation.  EPA personnel continued conduct air monitoring activities throughout the day on February 4, 2011.  At the request of local officials EPA collected air samples and a water sample on February 4, 2011. 




2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
The fire at Southern States Farm and Garden's facility in Warrenton, NC began at 1745 on February 2, 2011.  The facility was reported to contain fertilizers and pesticides within the building.  The local fire department based on recommendations from a regional Haz Mat team instituted a 6 block mandatory evacuation.  Phone Duty deployed OSC Jordan Garrard and Tetra-Tech.  OSC Wagner (Region 3) was asked to assist due to her close proximity to the facility.  OSC Wagner and OSC Garrard arrived onsite, the fire was still burning and under control.  The Raleigh Haz Mat Team conducted air monitoring throughout the day on February 3, 2011.    Local officials changed the mandatory evacuation to a voluntary evacuation by 18:00 on February 3, 2011.  EPA personnel continued air monitoring activities throughout February 4, 2011 utilizing AreaRae air monitors and DataRam particulate monitors.  At the request of local officials EPA personnel collected 4 air samples.  A surface water sample was collected from the adjacent a creek.  Air samples were analyzed for Poly Aromatic Hydrocarbons (PAHs), Carbaryl, and Pyrethrines.  The water sample was analyzed for PAHs, Pesicides/Herbicides, and Carbamates.  Air monitoring data indicated no adverse impacts to the surrounding community.  The night of February 4th, 2011 local officials agreed EPA assistance was no longer needed due to the decreased fire, smoke plume, and air monitoring readings collected during the day.  EPA personnel demobilized on February 4, 2011. Anayltical data collected for the air samples indicated non detects for all compounds anaylzed in air samples.  The water sample contained contained concentrations of Carbaryl, 4-Nitrophenol, Dicamba, Dichlorprop, and Striophos (tetrachlorvinphos), however these chemicals did not exceed the EPA Removal Action Levels.     


2.1.2 Response Actions to Date

OSC Jordan Garrard and OSC Chris Wagner from Region 3 have been deployed on February 3, 2011.  OSC Wagner demobilized from the facility on February 4, 2011.  START, Tetra Tech EMI, deployed 2 personnel on February 3, 2011.  EPA personnel conducted air monitoring activities on February 4, 2011.  Air samples and water samples were collected on February 4, 2011. 

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

Southern States Farm and Garden appear to be the PRP.

OSC Garrard and Tetra Tech EMI continued to monitor air and smoke plume surrounding the facility.  The night of February 4th, 2011 local officials agreed EPA assistance was no longer needed due to the decreased fire, smoke plume, and air monitoring readings collected during the day.  EPA personnel demobilized on February 4, 2011.
