EPA has identified approximately 50 properties in the Birmingham communities of Fairmont, Harriman Park, and Collegeville that exhibit levels of soil contamination that dramatically exceed Region 4 residential removal management levels for arsenic, lead, and/or polycyclic aromatic hydrocarbons. In addition to contamination deposited by airborne means over the previous 100 years, these properties likely received fill material from one or more of the local industrial businesses. 2. Current Activities

2.1 Operations Section
|
|
|
The following activities were accomplished during this reporting period:
EPA OSC and ERRS crews (contractor CMC) mobilized personnel and equipment on 17FEB14. START mobilized on 18FEB14.
Initial ERRS activity included establishing and hardening the Command Post area located at the old Carver High School, 3400 33rd Terrace North, Birmingham, AL. Much of the Command Post activity was to install engineering controls to manage storm water runoff or mud that is expected with the heavy and persistent storms that have been so dominant in the Southeast over the last few seasons. This Command Post location is intended to be used for staging of contaminated soil excavated from the properties as well as clean fill and topsoil.
Other ERRS activity was to remove trees, stumps, other vegetative waste, fencing, and debris from properties in preparation of excavation efforts. CMC conducted preparation work on parcels CV0186, HP0192, CV0654, and HP0025. CMC completed excavation and backfill on CV0186. CMC completed excavation on the main portion of parcel HP0192.
EPA completed interviews with 14 property owners to advise regarding the pending excavation efforts and respond to their concerns.

2.2 Planning Section

The following activities are planned at the Site during the next reporting period:
- Continue excavations of the outparcel adjacent to HP0192;
- Backfill both parcels at HP0192;
- Prepare and commence excavation at HP0204;
- Prepare and begin excavations at CV0035 and CV0038.
Issues:
- Frequent rains have hindered progress - additional work has been performed as necessary to prevent spread of contamination during removal operations;
- Home owner sewer piping discovered during excavation is fragile and almost impossible not to damage. EPA intends to meet with Jefferson County Environmental Services to determine most appropriate path forward.
