A sunken private boat was reported to be releasing fuel in a small cove on Lake Lanier in Buford, Ga. The boat was described to be approximately 35 feet long, wooden hulled, cabin cruiser. It is estimated to hold approximately 250 gallons of fuel. Sheen has been observed in the area of the sunken boat by neighbors.
On April, 29th 2011, OSC Garrard arrived on scene to investigate and speak with the boat owner. The owner was not home. OSC Garrard spoke with the reporting party and was able look at the area in which the boat was sunken from the distance. The boat was completely submerged. No sheen was visible in the cove, but OSC Garrard was not able to investigate at the submerged site to determine if the sunken boat was releasing fuel.
OSC Garrard spoke with the US Army Core of Engineers (USACE) Park Rangers concerning the sunken vessel. The USACE has been working with the boat owner to remove the boat from the water.
USACE enforcement actions for the boat removal have stalled. A Notice of Federal Interest was mailed to the property owner on June 13, 2011. OSC Garrard has spoken with the property owner and he stated he was awaiting permission from the bankruptcy courts to spend funds for the boat removal.
OSC Garrard made multiple attempts to contact the property owner after June 13, 2011. The property owner was unresponsive. On June 22, 2011, OSC Garrard left a voice mail for the property owner informing him that the EPA was initiating a removal action of sunken vessel.
On June 27th, EPA ERRS contractors removed the sunken vessel from Lake Lanier. Absorbent materials were placed around the boat while the raising was being conducted to catch any oil released during those activities. The boat was transfered to Aqualnad Marina and placed in dry storage. While in dry storage the contents of the gas tank and motor oils were pumped out of the boat and placed into drums for disposal. Approximately 110 gallons of oil/water mixture was removed form the boat. Absorbent materials were collected, placed in drums, and left onsite for future disposal. On August 29, 2011 the remaining drums of oil contaminated materials were collected and disposed. Based on the poor condition of the boat and the lack of responsiveness from the boat owner, the vessel was demolished and disposed of in a solid waste landfill.
