EXECUTIVE SUMMARY

 

EPA response actions to Hurricane Irene and Tropical Storm Lee have been completed in 2 of the 3 previously remaining areas.  Operations of been completed in both the DEC Region 4 and 7 areas.  Limited work remains in the DEC Region 5 area that consists of consolidation of wastes along with the transportation and disposal of remaining wastes.  All collection activities have concluded in the DEC Region 5 area.  Field personnel were demobilized for the Thanksgiving holiday and will remobilize to complete operations after the holiday.  At this point in time, EPA anticipates all field activities to be completed prior to 12/2/2011.

CURRENT ACTIVITIES

 

NEW YORK RESPONSE ACTIONS (Hurricane Irene)

 

NYSDEC Region 4 Area 

 

All Actions in the NYSDEC Region 4 area have been completed.  EPA worked with representatives for the town of Prattsville to resolve any outstanding issues as well as drafted and sent the final close-out letter for that site on 11/18/2011.

 

NYSDEC Region 5 Area

 

EPA has completed the orphan container collection effort in the NYSDEC R5 area on 11/18.  Remaining work in this area includes consolidation, recycling, and disposal of any remaining containers collected by EPA.  Completion of this work is anticipated to be prior to 12/2/2011.

 

NEW YORK RESPONSE ACTIONS (Tropical Storm Lee)

 

NYSDEC Region 7 Area

 

All EPA field operations related to TS Lee have been completed.  EPA OSC conducted a walk-through of the Barlow Rd facility on 11/16/2011.  As of 11/17/2011, the only remaining items included the removal of (1) Conex box and the delivery of site close-out letters.  The Conex box was removed from the Barlow Rd facility on 11/21/2011.  Close-out letters have been drafted for the Barlow Rd and Owego Sites and were mailed out by 11/23/2011.  Close-out letters for the Scarborough Rd and Vestal Site were hand delivered on 11/3/2011. 

 

Below are the Waste Disposition Tables for the NYSDEC Region 7 Areas; Barlow Rd, Scarborough Rd, and the Owego Collection Areas. The Scarborough Rd and Owego Site Tables are final and will be removed from the next Situation Report.

EPA REGION 2 COORDINATION ACTIVITIES

One primary EPA resource has been dedicated for situational updates and documentation.  The liaison officer will remain integrated but on a part-time basis.  Personnel working on approving cost accounting and monetary tracking will also maintain functions in the REOC.

    EPA has been working on plans for the closure of response activities related to Hurricane Irene and Tropical Storm Lee.  Planning activities include final documentation and planning for future after-action sessions.

SAFETY OFFICER

 

Due to the close out of field activities during this reporting period, the Safety Officer position has been demobilized.  Any additional safety needs required by field personnel during the close out phase will be conducted by the operational OSC and support contractors.

 

 LIAISON OFFICER

 

Steve Touw has been designated as the Liaison Officer (LNO) for Hurricane Irene and Tropical Storm Lee response efforts.  During the previous Situation Report, it was reported that the LNO had contacted the FEMA Mission Assignment Coordinator and requested a final time extension for the Hurricane Irene field operations.  EPA requested a time extension on one mission assignment for Irene operations in the DEC Region 5 areas of Essex and Clinton Counties in New York.  The request was for an extension from 11/18/2011 to 12/02/2011.  EPA remains in contact with FEMA who is currently working on this item.

 

INFORMATION OFFICER

Pat Seppi, 646-369-0068, has been the Public Information Officer (PIO) designated for the response. Due to the decrease in work activities and the closure of operational areas, the PIO had no activities to report during this period.  The PIO remains available for support if or when needed.

3. Participating Entities
  EPA continues coordinating with FEMA, NYS DEC, NYSEMO, as well as County officials, and local government agencies in its current operational areas.

4. Personnel On Site
 

The following table is a reflection of the most current available resources at the time and day of reporting.  It reflects the amount of personnel solely on the day of reporting.  Because the Situation Report details over several days, the following table may not be a representation of every work day. 

 

During this operational period, some equipment and personnel were demobilized for lack of need while the remaining resources were demobilized due to the thanksgiving holiday.  The anticipated active resources size for the next operational period is in the range of 5-10 personnel.  These personnel will be assigned to the remaining tasks associated with operations in the NYSDEC Region 5 area, consolidation of wastes along with the transportation and disposal of remaining wastes.
