1.1.2 Site Description

Interchange of I-65 and I-85, a tanker overturned on entrance ramps to I-65 N. 

1.1.2.1 Location

The Day St entrance ramp to I-65 North at the I-65 / I-85 interchange in Montgomery, Al. 

1.1.2.2 Description of Threat

A 8,000 gallon capacity tanker truck carry 6,200 gallons of offroad diesel overturned on the Day St. entrance ramp to I-65 North in Montgomery, Al.  The tanker trailer was ruptured during the accident and began to discharge offroad diesel to the median and drainage ditch.  Multiple storm drains and drainage ditches at the site of accident carry water/runoff to the Alabama River, which was located less than 1 mile away.  

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Upon arrival OSC Garrard observed the tanker truck overturned on the drivers side leaking large amounts of offroad diesel fuel to the roadway. 

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
At approximately 1700 central time zone a tanker truck carrying 6,200 gallons of off-road diesel fuel overturned on an entrance ramp to I-65 North in Montgomery, AL. Tanker had a capacity of 8,000 gallons and was single walled with a single compartment with baffles. Upon arrival OSC Garrard observed the tanker continuing to release diesel fuel and I-65 North remained closed.  Alabama Department of Environmental Management (ADEM) personnel, Alabama Department of Transportation (ALDOT), City of Montgomery Fire Department, SWS were on-scene. Two interceptor trenches were constructed in the triangular shape median directly to the southeast of the tanker.  Multiple sand berms were placed along I-65, Day St entrance ramp, and within the triangular median to pool and collect leaking diesel fuel.  CEVA Logistics (RP) personnel arrived on-scene at approximately 2000 CST, and OSC Garrard issued a Notice of Federal Interest (NOFI) to the CEVA Logistics personnel.

By the time the tanker truck was upright all 6,200 gallons had leaked from the tanker.  By 1105 two left lanes of I-65 North were reopened while remediation activities were conducted on the remaining impacted lane.  A vac-truck collected approximately 2,100 gallons of pooled fuel from the interceptor trenches and sand berms.  By 0500 all remaining lanes of I-65 North were opened to traffic.  ADEM and ALDOT officials will oversee the excavation of impacted soils along median and grassy area between the I-65 / I-85.  Excavation of soils is expected to begin on Friday, 9/9/2011.
