1.1.2 Site Description
Site is a flooded marina in the city of Henry Illinois on the Illinois River. Two 2500 gallon double walled above ground storage tanks (ASTs, one containing gasoline, the other diesel) had completely or partially from their supports by flood waters on the Illinois river.
1.1.2.1 Location
The two above ground storage tanks (ASTs) are located on the Illinois River at vicinity of the Henry Harbor Marina 210 Cromwell Drive Henry, Illinois 61537.
1.1.2.2 Description of Threat
There is an unknown amount of fuel in the two ASTs. There is a threat of discharge of oil into the Illinois River and the tanks are a threat to navigation and public safety.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On April 21, 2013 about 5pm (Central time) the Marshall County (IL) Emergency Management Agency (EMA) discovered that an above ground fuel storage tank (used to refuel boats) from the Henry Harbor Marina (Henry, IL) had broken off its supports due to heavy flooding and had started floating downstream on the Illinois River. Another tank was also starting to break off its supports. EMA reported the incident to the NRC at 7:17pm (NRC#1044650). The tanks are double walled ASTs with a capacity of 2500 gallons each. One tank contains gasoline and the other diesel fuel.
There is an unknown amount of oil in the two ASTs. There is a threat of discharge of oil into the Illinois River and the tanks are a threat to navigation and public safety.
The U.S. Coast Guard and County EMA requested EPA's Assistance to secure the tanks. OSC Mendoza mobilized to the Site on April 22.

April 22, 2013
11-1200 am OSC arrives on site and met with the Marshall County Emergency Management Agency (EMA) Official Mr. Jim Lykins. the Superintendent of Public Works and Mayor Elect. In addition, the owner of the ASTs Mr. Jeff Calandra arrived. The OSC was briefed of the current situation. Two tanks have broken off their support foundations. One tanks containing gasoline has floated down close to shore and was tied off to a tree in about 4 feet of water. The other one (containing diesel) is partially tethered to the fuel station in the partially submerged boat dock in the flooded Marina. The Owner explained that the tanks have not been filled with fuel for the boating season and should be almost empty. The OSC estimated that the tanks each contained a few hundred gallons each at the most.
The OSC issued a Notice of Federal Interest under the Oil Pollution Act to the owner of the tanks (Mr. Calandra) and advised him to take responsibility to recover the tanks from the river as soon as possible. Otherwise EPA was going to take over the recovery operations and use its resources under the Oil Pollution Act.
The Owner responded that he would take responsibility and developed a plan with the Superintendent of Public Works (Henry, IL) to use a loader, john boat, crew and ropes to recover both tanks. The County EMA representative and OSC agreed with the condition that EPA would take over the recovery in case the owner's effort failed.
The first AST containing gasoline was recovered and placed on land at the Public Works Boat ramp by about 11:45am
12-2 pm The second AST (diesel) from the flooded Marina was towed it to the shore by the owner and Public works boat crew. It was pulled out of the river by a loader onto the Public Works boat ramp. The Marshal County EMA representative, Mayor-Elect, and OSC both agreed that the tanks have been secured and a no smoking warning sign will be placed on the tanks because of the slight residual fuel smell.
OSC provided oversight to the tank recovery operations and departed from the Site shortly after 2pm. No oil discharge (or sheen) was observed by the OSC on the Illinois River at any time during the recovery operations. A site specific acount under the Oil Spill Liability Trust Fund was not opened by OSC because of the successful and quick recovery of the ASTs.
There was media coverage of the event by Fox 43 Channel 43 in Peoria who interviewed the Marshal County EMA representative. The USEPA OSC was interviewed on the phone by a reporter from the Journal Star from Peoria.

The owner and operator of the two ASTs is Mr. Jeff Calandra.
