1.1.2 Site Description
Site consists of four abandoned 55 gallon drums, one of which has leaked onto the ground. Site is located on the north shoulder of River Road (gravel/clay) on the south bank of the Wabash River in a rural/farmland area about 5-6 miles east of the center of Peru, Indiana. IDEM reported the drum contents are toluene 2,4 diisocyanate.

1.1.2.2 Description of Threat
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On the afternoon of 6/18/14, at the request of the Indiana Department of Environmental Management (IDEM), a Region 5 OSC with ERRS contractors responded to a spill of approximately 25 gallons from one of four abandoned 55 gallon drums on a road about 200 yards west of 6801 River Road on the south bank of the Wabash River in Peru, Miami County, IN. 46970. The state fire marshall conducted a hazmat ID test which indicated that the drums contained toluene 2,4-diisocyanate. Miami County Emergency Management Agency (EMA) and the local sheriff were on the scene securing the release and the area. The spill was reported to the National Response Center by IDEM on 6/18/2014 at 1317 hours EST. Heavy thunderstorms are predicted and may spread the spilled material. Initial assessment of the drums indicates that it presents an imminent and substantial threat to public health and the environment and may cause a fish kill if the material migrated to the Wabash River.

2.1.2 Response Actions to Date
EPA OSC and ERRS contractors mobilized to the site on 6/18/2014 at about 1830 hrs EST, overpacked and secured the 4 drums, excavated the contaminated soil and place them into 6 drums (plus one overpack drum of used absorbent boom and personal protective equipment) . The drums were temporarily secured and stored at the EMA office in Peru for transport and disposal at a later date. EPA OSC and ERRS demobed from the site at about 0330 hrs on 6/19/2014. EPA OSC mobilized to the EMA Office on July 16 1600 hrs EST to inspect the drums and make sure that they were intact and in good condition for transport. The inspection results confirm that the drums were in good condition and ready for transport. EPA coordinated all activities with support from the Miami County EMA Director.
ERRS contractor and Shipping/Disposal company (EQ) met with the OSC on July 17 at 0900 EST and successfully loaded the drums into the truck which transported all the drums offsite. The final destination is at the EQ Detroit Inc. Disposal facility in Detroit Michigan(Facility in Compliance with CERCLA Off-site Rule). Six of the drums containing soil were previously tested and results were non-hazardous waste. EPA provided the MSD information on the other other drums and EQ determined that they could be disposed off as non-hazardous waste.
Note: According to the manufacturer labels: Three of the drums marked Resin B (white) contained Foam Blowing Agent 1,1-dichloro-1-fluoroethane or HCFC-141 which is a class II ozone depleting substance that is banned for use under the CAA as a foam blowing agent after 2003. The other drum marked Resin A (black) contained methylene diphenyl diisocyanate or Diphenylmethane-4-4'-diisocyanate (MDI), a CERCLA hazardous substance.

2.1.4 Progress Metrics
The following has been transported and disposal off-site to EQ Detroit Inc. Disposal facility at 1923 Frederick Detroit, Michigan:
6 drums of contaminated soil and vegetation were recovered and secured in 55 gallon steel drums (non-hazardous waste).
1 poly overpack of debris from the cleanup including haz suits, gloves, and absorbent boom (non hazardous).
3 drums overpacked containing Foam Blowing Agent (part B) 10-20% 1,1-Dichloro-1-fluoroethane (non-hazardous)
1 drums overpacked containing Resin (part A) , 38% Diphenylmethane-4,4"diisocyanate (MDI) (non-hazardous)
