1.1.2 Site Description
A 14 car train derailment occurred along Rush Creek.  Six (6) refrigerator rail cars and a denatured ethanol tank car were derailed along Rush Creek.  Each refrigerator rail car contains a 500 gallon diesel fuel tank.  

1.1.2.1 Location
Approximately 1 mile north of the Tantallon Road Crossing.  

1.1.2.2 Description of Threat
Each of the six (6) refrigerator rail cars contain a 500 gallon diesel fuel tank.  Diesel is classified as oil under the Oil Pollution Act (OPA).  Four (4) of the six (6) refrigerator rail cars were compromised during the derailment and discharged diesel along the banks of Rush Creek.  Rush Creek follows into the Tennessee River which is a navigable water body.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
At approximately 0745 est on October 8, 2014 a 14 car train derailment occurred approximately 3 miles north of Sherwood, Tn along Rush Creek.  A denatured ethanol rail car and six (6) refrigerator rail cars derailed.  Four (4) of the 6 refrigerator rail cars were damaged during the derailment and discharged diesel.  Each of the refrigerator rail cars contains a 500 gallon fuel tank.  The refrigerator cars were carrying frozen potatoes.  OSC Garrard and START TTEMI were mobilized to the derailment to ensure response activities.  

Upon arrival OSC Garrard met with local officials and CSX personnel.  Diesel fuel leaks from the refrigerator rail cars were plugged by CSX contractors (Hepaco).  An unknown amount of diesel discharged from the refrigerator rail cars, but each rail car contained approximately 300 gallons of diesel fuel.  On night of October 8th the diesel from an upright derailed refrigerator car was removed utilizing a Hi-rail vacuum truck.  The refrigerator car was pushed off the rail onto the bank of Rush Creek, due to instability of the rail car rerailing the rail car was deemed unsafe.  START TTEMI demobilized on the night of Oct. 8, 2014.   

On October 9th, the denatured ethanol rail car was rerailed.  The ethanol rail car was intact and no leaks or damage was observed.  On the evening of Oct 9th. wrecking operations were complete and the rail line was repaired.  Test trains were allowed to traverse the repaired rail line overnight.  On October 10th, Hepaco prepared the tanks on the refrigerator cars for diesel transfers.  Due to severe weather transfer operations were cancelled for the day. On October 11, 2014, the remaining diesel fuel was removed from the refrigerator cars by a Hi-rail vacuum truck.  An estimated 1,481 gallons of diesel was recovered from the derailed refrigerator cars.  OSC Garrard demobilized on October 11th.
