2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
The water treatment system deployed to treat contact water from the excavation area was constructed and tested. A contract was awarded and excavation of contaminated soils is underway. Remaining US EPA personnel demobilized and field oversight personnel from Illinois EPA are on site to oversee the excavation.

2.1.2 Response Actions to Date
During this reporting period, the following field activities took place:

- Daily surface water samples continued to be taken at the source and upstream/downstream locations;
- Roadway repairs & maintenance continued on roads to & from the Site, particularly on Pilot Knob Road;
- A water treatment system was assembled at the Site to treat contact water during excavation activities; and
- Heavy equipment was mobilized & excavation of contaminated soils commenced.

There continues to be no visual or monitoring data evidence to indicate that any spilled product has impacted either the Galena or Mississippi Rivers. 

To date, the following environmental monitoring & sampling has taken place to determine impacts to the environment:

- 4300 real-time air monitoring readings were taken (3/5 - 3/11) at 9 fixed locations for VOCs & PM2.5;
- 75 air samples were collected & analyzed in a laboratory for VOCs & PAHs;
- 143 soil samples from 39 borings were analyzed in a laboratory for PNAs, BTEX & TPH (DRO/GRO/ERO);
- Surface water samples were taken daily at the source (wreck site), 4 upstream & 5 downstream locations (3/7 - 3/11) for field parameters (depth, flow, temp, DO, ORP, conductivity & pH) and VOCs, PNAs, BTEX, TPH (DRO, GRO, ORO) analysis in a laboratory; and
- Surface water sampling continues daily at the source, 2 upstream & 2 downstream locations (3/11 - present).

River levels were tracked throughout the response in the Galena River at Buncombe, WI and in the Mississippi River at Dubuque, Iowa and Bellevue, Iowa. Monitoring, sampling and river level data can be found in summary form in the 'documents' section of the website.

There were no injuries at the Site or wildlife impacts reported during the reporting period.

  2.2 Planning Section
    2.2.1 Anticipated Activities

- Illinois EPA and US EPA will coordinate in oversight of continuing response activities to ensure protection of public health & the environment; 
- Excavation & backfilling activities will be completed; 
- Planning will commence to develop a restoration plan for the impacted area; and
- BNSF will continue containment/monitoring of the release.

2.2.1.1 Planned Response Activities
Response activities continue under the IAP for OP#10 until 0700 hrs on 3/25/2015. The Unified Command will formally dissolve on 3/25/2015 and no further IAPs are anticipated. US EPA transitioned oversight of excavation operations to Illinois EPA Project Manager Jeff Guy on 3/20/2015.

2.2.1.2 Next Steps
Illinois EPA and US EPA will coordinate in oversight of continuing response activities. US EPA and Illinois EPA representatives plan to attend an 'After Action Report' coordination meeting on 3/27/2015 in Galena, Illinois.

2.2.2 Issues
Correspondence was sent on 3/24/2015 from US EPA to Illinois EPA indicating that the water treatment plant on site to treat contact water from the excavation area is exempt from NPDES permitting requirements pursuant to Section 311 of the Clean Water Act, 40 CFR Part 122.3(d) of the NPDES regulations, and the NCP until the excavation & backfilling activities are completed.

    A command post is located off of Pilot Knob Road to support ongoing response activties.

Safety briefings are still held each day for individual contractor personnel by their respective field supervisors.

A briefing for Congressional representatives was held on 3/23/2015.

US EPA to respond to press inquiries and requests for interviews and information related to the incident upon request. A website for the incident (see link in Section 6.2) continues to be updated.

  3.1 Unified Command
The UC will formally dissolve on 3/25/2015. The Illinois EPA representative from the Illinois Site Remediation Program (Jeff Guy) is managing the remediation phase of the response with assistance from field personnel from the Illinois EPA Rockford Field Office.
