2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
Removal of contaminated soils was completed between the tracks and the river. Limited backfilling commenced in the excavation area to maintain access by heavy equipment. Soil flushing operations continued to remove and recover crude oil from underneath the track ballast, with contaminated water treated in the on-site WTP. Removal of off-spec crude oil was completed, with storage tanks cleaned and removed from the Site. Field oversight personnel from Illinois EPA and US EPA continue to monitor activities.

2.1.2 Response Actions to Date
Detailed daily reports of all work activities on Site are provided by BNSF to US EPA. These daily reports are posted in the 'documents' section of the website.

During this reporting period, the following field activities took place:

- Contaminated soils excavated from the ramp area were removed for disposal;
- Limited backfilling of the excavated area with clean sand was completed to maintain access;
- Crude oil was removed from storage tanks for transport to a refinery;
- Temporary storage tanks containing crude oil were emptied, cleaned and removed;
- Track ballast and access ramp areas continued to be flushed to remove & recover crude oil;
- Contact water continued to be collected & treated from an interceptor trench adjacent to the tracks; 
- Water quality was monitored and sampled in Harris Slough if rainfall exceeded 1" in the area; and
- Roadway repairs & maintenance continued on Pilot Knob Road.

Water treatment plant effluent is sampled daily for laboratory analysis of the following parameters: BTEX, PNAs, Oil & Grease, pH & TSS. Soil samples taken to verify excavation grids are clean for backfilling were analyzed in a laboratory for BTEX and PNAs. Sampling results were provided to Illinois EPA, US EPA and US ACE on May 15. These results are posted on the website along with a map showing sample locations.

There continues to be no visual or monitoring data evidence to indicate that any spilled product has impacted either the Galena or Mississippi Rivers. There were no injuries at the Site or wildlife impacts reported during the reporting period.

  2.2 Planning Section
    2.2.1 Anticipated Activities
- Contaminated soils will be identified and excavated from the area between the railroad tracks and the inland bluff according to a 'Roadway Assessment & Cleanup Plan;'
- Crude oil will continue to be flushed from underneath the track and recovered in a collection trench according to a 'Track Slope Supplemental Liquid Recovery Plan;'
- Surface water monitoring on the river will be discontinued according to a 'Surface Water Sampling & Monitoring Plan, Addendum 2' unless a sheen is observed on the water surface;
- Treatment of contact water will continue in the on-site water treatment plant;
- Restoration of the impacted area will commence under direction from USACE; and
- Illinois EPA will continue monitoring and oversight of continuing cleanup activities to ensure protection of public health & the environment in consultation with US EPA and other agencies;

2.2.1.1 Planned Response Activities
Field personnel from the Illinois EPA Rockford Field Office continue to conduct oversight of cleanup activity. Restoration activity is under the direction of USACE project manager Donna Jones of the Rock Island District. A restoration work plan was submitted by BNSF to US ACE for review in early May.

2.2.1.2 Next Steps
Illinois EPA, US EPA and US ACE will continue to coordinate in oversight of response and restoration activities.
