Site Description
On Tuesday, December 16th, 2008 the Michigan Department of Environmental Quality issued an NRC report (report number 892646) regarding a mystery oil spill in Troy, Oakland County, Michigan.  The Oakland County Water Resource Commission had contracted with a response contractor to contain the spill.

The source of the spill into the waterway was identified as a stormwater drain located in the parking lot of a warehouse.  A semi-truck was parked there sometime on December 16th, and had reported troubles with their saddle tanks to warehouse personnel.  Evidence of spilled diesel was apparant around the storm drain as well as in the catch basin.

Approximately 1.5 miles of the county's stormwater drain was affected, and the drain emtpied into Spencer Drain, an open water drain system approximately 30 feet wide.  Spencer Drain empties into Red Run River, a tribuatory of the Clinton River.  The Clinton River empties into Lake St. Clair.  Approximately 40-50 Canadian Geese were reported to be impacted by the spilled material.

MDEQ requested assistance from the US EPA for wildlife rehabilitation.


Current Activities
On Friday, December 19th 2008 Tri-State Bird and rescue continued baiting the affected wildlife and performed indivdiual capture of the most heavily oiled birds under the direction of the US Fish and Wildlife Service personnel.  The PRPs contractors were on site to assist in setting up space for the re-habilitation of the waterfowl.

On Saturday, December 20, 2008, mass capture of affected waterfowl was conducted by the PRPs contractors and volunteer personnel under the direction of the US Fish and Wildlife Service.  All captured, affected waterfowl were taken to an ITC donated warehouse for rehabilitation.  

On December 22, 2008, the PRPs contractors removed all booming material with approval from the Michigan Department of Environmental Quality.

From December 20, 2008 through January 6, 2009, rehabilitation of oiled birds continued by the PRP under the direction of the US Fish and Wildlife Service. In addition, on December 21 and 22, 2008, Tri-State and the US Fish and Wildlife Service baited and observed uncaptured waterfowl and determined that no addtitional capture waterfowl would be neccessary.

On January 7th, 2009, the final release of the last of the rehabilitated waterfowl occured.  A total of approximately 50 Canadian Geese and mallards were captured, rehabilitated and released.
