The following activities took place during this reporting period:
During this week ERRS began working on the burn pile area of the North warehouse. The process that they are using to sort through the pile is to take cans that either are not labeled or have had the label burned off and then conducting a flammability test. The result of the test will allow segregation into two waste streams, flammable and non-flammable paints. The containers are stacked into the cubic yard boxes and moved to the staging are for future disposal.
ERRS has made significant progress on the burn pile during this reporting period. They have removed all of the paint cans from the pile and staged them on pallets. As of 4/16/09, they have conducted a flammability test on all of the small cans and have begun doing the same for the gallon containers. Now that the paint cans are removed from the burn pile, the remaining mixture of ash, spilled paint and other debris have been swept into a pile that will be disposed of in the future.
For air monitoring during the incident START is utilizing four (4) AreaRae’s that are being monitored at the Site trailer. To date, no elevated levels have been recorded in the hot zone nor in the decon area.
The following activities are planned during the next reporting period:
ERRS will continue to segregate through the burned paint containers and conduct flammability tests on unmarked containers. Once this is completed, they will move into other areas of the North building to segregate and re-package containers for disposal.
Through interviews with former employees it was determined that there are allegedly two 10,000 gallon storage tanks located adjacent to the South warehouse that may contain wastes. START will investigate the containers and along with the OSC make a determination of future response activities related to the tanks.
Crews will also work with the PRP to identify items that remain in the north warehouse that he is planning to give away. Items include dishes, doors, and a couple of drums of finished mixed paint.
The following action items are planned at the site prior to completion:
- Once all hazardous materials have been segregated in the North building, disposal will arranged for the materials. - Once crews are finished with the North Building, they will move to the South building to conduct a similar process there.
The following items are identified as Key Issues at this site:
- Site access. The PRP has not been able to get the word out that the facility is officially closed and the Site continues to get visitor throughout the day inquiring about the status of the company. - Vandalism. The Site continues to get vandals at night. ERRS has hired security to watch the Site at night and on weekends, but due to the large nature of the Site, they are still able to get in. - Weather. The North and South Warehouses are in poor structural condition and every time that it rains, the building leaks causing water to infiltrate work zones.
