Site Description

Current Activities
On March 30, ERRS solidified cyanide sludge in cubic yard boxes and pressure washed equipment in preparation for demobilization.  OBO Construction began mobilizing equipment to the Site in preparation for partial building demolition.  Lab Packs, Inc. mobilized to the Site to lab pack all laboratory chemicals and incompatible small containers.  Forty-one (41) 55-gallon drums containing various hazardous wastes were removed from the Site and transported to Environmental Enterprises, Inc. for disposal.  Eighteen (18) lab packs containing various hazardous wastes were removed from the Site and transported to Environmental Enterprises, Inc. for disposal.  Two (2) lab bottles containing Thorium Nitrate, which is a radioactive compound, were removed from the Site and transported to Applies Health Physics, Inc. for disposal.  A forty (40) cubic yard roll-off box of RCRA empty containers and debris was transported to American Landfill for disposal.  

On March 31, ERRS removed the plywood from the exterior wall along Evarts Street.  ERRS began filling floor drains in the building with concrete and decontaminating the interior and exterior walls along Evarts Street with a chlorine bleach solution.  OBO Construction installed wood braces on an overhead beam in Room D in preparation for demolition activities.  START contacted the East Ohio Dominion Gas Company to request the shutoff of a leaking high pressure natural gas line entering the Site.  The gas company mobilized to the Site and closed a valve at the meter station.  START requested the shutoff of the natural gas line from a point between the main line and the meter station.  The gas company could not locate the shutoff valve at this point and directed START and ERRS to request an order to excavate and cap the line.

On April 1, ERRS continued solidifying cyanide sludge in cubic yard boxes and filling floor drains in the building with concrete.  ERRS removed the sleeves from the filter press plates, which were a component of the wastewater treatment system, and placed the sleeves into a roll-off box for disposal.  START contacted the East Ohio Dominion Gas Company to request the shutoff of a leaking high pressure natural gas line entering the Site.  The gas company mobilized to the Site and located and closed a valve between the main line and the meter station.  The gas company also called in an order to excavate and cap the line at the street.  OBO Construction completed mobilizing equipment to the Site in preparation for partial demolition activities.  Ohio EPA was on Site to perform a Site walk through with USEPA.  Twenty (20) float switches containing mercury were picked up by the Ohio EPA for recycling.  Forty-six (46) cubic yard boxes containing high-concentration cyanide sludge were removed from the Site and transported to Envirite of Ohio, Inc. for disposal.

On April 2, ERRS completed pressure washing of the floors in Rooms I, J, K, and the Hallway.  ERRS cut up tank T115 and placed it into a roll-off box for disposal.  ERRS began demobilizing equipment from the Site.  OBO Construction began demolition of the frontage portion of the building along Evarts Street.

On April 3, ERRS completed demobilizing all equipment from the Site.  Electrical service to the Site trailers was terminated and  the trailers were demobilized.  OBO Construction continued demolition activities including sorting through the demolition debris in preparation for removal and off-site disposal.

From April 6-17, 2009, OBO continued demolition of the frontage portion of the building.  On April 6, the water main inside the building ruptured during demolition activities.  ERRS contacted the City of Cleveland to inform them of the rupture and request the shutoff of the water main at the street.  The Water Department mobilized to the Site to shutoff the water main.  On April 10, OBO completed demolition of the frontage portion of the building along Evarts Street.  Forty (40) cubic yards of RCRA empty containers and debris were removed from the Site in a roll-off box and transported to American Landfill for disposal.

On April 10, OBO began transporting demolition debris to American Landfill for disposal.  Approximately 650 tons of demolition debris was transported to American Landfill from April 10-17, 2009.  

On April 17, American Fence erected a security fence along Evarts Street to secure the property from trespass.

On April 18, East Ohio Dominion Gas Company mobilized to the Site to excavate and cap the high pressure natural gas line at the street.  In the process, the gas company damaged the security fence that was installed along Evarts Street.

On April 22, American Fence repaired the damaged security fence along Evarts Street and erected fencing at the openings of the doors to Rooms M and B to secure the building.

On April 23, START and ERRS performed a final Site walk through.  Overnight unauthorized access to the Site and additional damage to the security fence occurred.  ERRS and START repaired the security fence with metal wire.  A nearby resident informed START that unauthorized access onto the Site had occurred on a daily basis since the security fence was initially installed on April 17.

Activities performed by START from March 30 to April 23, included: written and photographic documentation of Site activities and conditions and performing air monitoring.

No further Removal Actions are anticipated for this Site.

Next Steps
START and ERRS will complete final Site closure reporting.

Key Issues
The process for filing a CERCLA lien on the property has been initiated.
