King Salvage is a former automobile salvage yard. Poor housekeeping practices and operations has lead to the site containing a haphazard collection of automobile scraps and visible sheens of oil or fuel on the soil. There are in the order of 20 tire piles with an estimate of a 1000 tires, abandoned vehicles, and assorted other discarded items. However, the concern is with oil sheen on soil that is impacting streams as well as about 50 drums of reported used engine oil improperly stored in various drums and containers of questionable integrity that are threatening streams. The site is located in a hollow that is wet, contains a wetland area, and is braided with streams.
The property owners, a husband and wife, have been approached by Oregon DEQ over the course of many years regarding the oil on the ground and other environmental issues. During EPA's site assessment the wife claimed financial inability to do the cleanup. The husband, is bed ridden and doing poorly healthwise.
ERRS (EQM) and OSC Andy Smith mobilized to the Newport on Wednesday 5/6/09. On 5/7/09, Thursday, ERRS walked the site with the workers to develop an approach to the clean up.
Thursday, 5/7, ERRS moved debris to make room for trucks, heavy equipment, and place to stockpile soil.
No START will be used to assist on the removal.
1)Consolidate drums of used oil and remove off site.
2) Remove no more than 500 tons of soil next to the crusher that is contaminated with oil products. If funds allow, we will slightly scrap the road to remove soil contaminated on surface.
3) Refill hole with large size gravel
1) Continue making space as needed
2) Friday, 5/8, bring in vaccuum truck to remove used oil. Possibly begin digging after vacuum truck is gone.
3) Saturday, will continue or begin digging. This may be only a half day.
4) Monday, trucks begin to roll in. ERRS will dig and load.
5) :Uncertain when, but trucks will bring in gravel to refill hole.
6) We hope to demob no later than Friday 5/15.
There is limited space on site due to all the debris. The road is too tight to maneuver a truck with a pup. Decision was made to only use haul truck without pup.
Space needed to be created to stockpile soil removed from ground next to crusher until soil can be loaded on trucks.
