The Site property continues to be used by numerous businesses for storage of equipment and materials.
The OSC met with a Springfield Township official and residents adjacent to the Site on April 29, 2009. Several concerns were received and discussed. EPA explained the sampling process and received permission from residents abutting the Site to sample residential soils.
During the week of April 13, 2009, EPA arranged for the ERRS contractor (WRS Compass) to remove old fuel-related materials left by TCCA within several above-ground storage tanks at the Site. This activity completed the removal of liquids from the known tanks at the Site.
During the week of April 27, 2009, EPA arranged for the START contractor (Tetra Tech) to collect additional samples of soils and underground waters at the Site. The sample results will assist the OSC to determine the extent of contamination at the Site.
On April 27, the OSC observed black tarry waste material exposed at the surface of the Site in an area where someone had graded the soil to allow for vehicle parking. The waste material appears to occur to a depth of approximately 2 feet. Previous samples of the black tarry waste have been found to contain high concentrations of hazardous substances.
The OSC also dug 3 small pits into the sands and found black tarry wastes and water at depth at each location.
The OSC and START met with residents on April 29th and explained the sampling process to residents immediately adjacent to the Site. Residents volunteered for sampling of their property to assist the OSC with evaluation of the extent of contamination.
The preliminary analytical results of all samples collected during the week of April 27 should be available during the week of May 11, 2009.
On May 7, 2009, The ERRS contractor initiated the removal of the tank which previously contained the black tarry waste from the Site. The OSC offered TCCA the opportunity to remove the tank, but TCCA did not notify the OSC that it would do so. The decontaminated tank was cut up with a shear and placed into a roll off box for disposal.
EPA continues discussions with SEPTA to gain access to the railroad right of way in order to continue the characterization of the contamination at the Site. There is no progress yet.
EPA continues to coordinate with Springfield Township and DEP. Pennsylvania Department of Environmental Protection (DEP) initiated actions to notify site owners/operators of their requirements to mitigate the threats posed by the Site. EPA will continue to work with DEP to ensure that Site threats are addressed.
No further EPA-directed removal actions relating to the soil and buried tank are currently planned. EPA is however, evaluating the need for additional removal actions pending final review of available analytical data and consultation with DEP and technical evaluators.
EPA and DEP are evaluating the next actions for this Site.
Await analytical results and forward these results to the residents.
Evaluate the need for and timing for a future community meeting.
