The Site property continues to be used by numerous businesses for storage of equipment and materials.
A prospective purchaser of the Site is discussing a potential purchase with the Pennsylvania DEP.
The analytical results of samples of ground water collected from 3 new monitoring wells installed by EPA in July 2009, were received. A well located near the location of the former buried tanks (MW-6) indicated, among other things, low levels of chlorinated solvents (e.g., trichloroethylene) and napthalene. A well located near the location of a former lagoon (MW-5) indicated, among other things, low levels of benzene. A well located along the eastern limits of the Site intended to be upgradient to the lagoons (but within the area of sand blasting grit)(MW-4) did not indicate similar Site contaminants.
Samples of soil collected July 10, 2009, from piles of soil along the eastern limits of the Site (SS-18 and SS-19) were received. The samples were intended to assist EPA determine if on-Site soil piles were mixed with Site contaminants. Although the results indicate that low levels of organic compounds and inorganic elements were detected, the results do not suggets that the soil is measurably contaminated by the Site.
A sample of water was collected July 15, 2009, from a quarry located across the tracks on property north of the Site. The sample was collected during a period of no precipitation and water was not flowing into the quarry. EPA presumes that surface water runoff from TCCA may enter the quarry through pipes and a ditch. However, this cannot be confirmed due to an inability to access the area where a pipe through which water may exit the TCCA is located. The quarry water sample contains some inorganic elements similar to those found on the Site, but there is insufficient information to draw conclusions.
On June 30, 2009, samples were collected from soil located alongside Walnut Avenue. These samples were collected in response to comments received at the June 17, 2009, community meeting at which EPA was advised that soil migrates along Oreland Mill Road especially during rain events. The soil is thought to originate from the TCCA Site. The analytical results indicate low levels of Site-related contaminants.
In response to comments from residents along Orlemann Road and to observed releases of dust from the Site, EPA collected a sample of dust from two windowsills. The locations will remain private information. The results do not suggest that windblown dusts on the windowsill contain elevated levels of Site-related contaminants.
The OSC, along with the Pennsylvania Department of Environmental Protection continue to evaluate overall risks posed. The PA DEP is also coordinating with a prospective purchaser of the property to evaluate the potential for remediation under PA's Land Recycling Program (Act 2).
There continues to be no progress to gain access to the railroad right of way in order to continue the characterization of the contamination at the Site.
EPA continues to coordinate with Springfield Township and Pennsylvania Department of Environmental Protection . EPA will continue to work with DEP to ensure that Site threats are addressed.
The ERRS contractor is temporarily demobilized until the OSC can verify the surface water pathway and determine that tank contents did not migrate from the Site.
No further EPA-directed removal actions relating to the Site. EPA is however, evaluating the need for additional removal actions pending final review of analytical data collected by EPA and consultation with DEP considering the potential for remediation by DEP under the Act 2 program of other State programs.
EPA and DEP are evaluating the next actions for this Site.
