Site Description
See previous POLREPS for Site description information and a summary of the removal site evaluation (characterization) conducted to date.  

The Site property continues to be used by numerous businesses for storage of equipment and materials.  

A prospective purchaser of the Site is discussing a potential purchase with the Pennsylvania DEP.

This POLREP is issued to summarize the disposal of the wastes transported from the Site and disposed.  Pursuant to an EPA Order, a contractor for Tank Car Corporation of America (TCCA) removed wastes from 3 buried railcars ("UST 1, 2,and 3), 3 railcars located upon the sidings(AST-1, 2, and 4), and an aboveground tank (AST-5) between April 2007 and July 2008.  TCCA did not complete the Order and,consequently, EPA did not receive all the paperwork relating to the disposal.  As such, the total volume of certain wastes are estimated from the manifests.  Waste Streams #1 through #6 in the table below summarizes wastes disposed by TCCA.

The TCCA contractor also removed the buried tanks and the tankcars that were at the Site.  During the removal of the buried tanks, soil samples were obtained from beneath the cars which indicate low levels of residual contaminants.  EPA has not yet obtained information relating to the cleaning of the tankcars.

EPA, through its contractor, removed wastes from a fourth buried tankcar. This tankcar was cleaned using a solvent and proprietary agent and then removed from the Site. Additionally, EPA removed residual fuel materials from on-Site tanks, contaminated soil surrounding the buried tankcar, and drums containing residual materials from former TCCA operations.  The wastes were removed between March and May 2009.
