Site Description
On October 22nd, 2002, EPA received a referral from the Commonwealth of Virginia Department of Environmental Quality (VADEQ) concerning the Coeburn Disposal Site.  It was reported by VADEQ Keene that he had observed battery casing parts and plates on the Site.  VADEQ requested that EPA further investigate the Site.  

Current Activities
OSC Kelly and START mobilized to the Site.  OSC Kelly and START observed an open plot of land; an exposed drainage system was located at the center of the plot.  Excavation equipment remained on Site.  The entire area appeared to have been excavated and backfilled with clean soil.  The Site was covered with straw, which indicates that grass had been planted recently.  There was no visible contamination, including battery parts, on the Site.
OSC Kelly attempted to contact the Town Manager, Terry Gibson, but he was not available.
The OSC directed the START contractor to take photo documentation of the Site.


Next Steps
Due to VADEQ's observations, OSC Kelly will contact Coeburn Town Manager to seek permission to conduct a sample event at the Site at a later date.
OSC will contact VADEQ and inform them of when the sampling event will take place in order for them to be on-scene and possibly assist in determining sampling locations.


Key Issues
Elevated levels of lead may on site and migrating.
