Site Description
On October 22nd, 2002, EPA received a referral from the Commonwealth of Virginia Department of Environmental Quality (VADEQ) concerning the Coeburn Disposal Site.  It was reported by VADEQ Keene that he had observed battery casing parts and plates on the Site.  VADEQ requested that EPA further investigate the Site.  

Current Activities
OSC Kelly met with Town Manager Gibson at Town Hall and discussed the sampling assessment.  Town Manager Gibson conducted a Site visit and provided some photos and information to OSC Kelly and START that assisted in determining sample locations.
Due to the new information obtained from Town Manager Gibson concerning the location of the facility that had been on Site, OSC Kelly tasked START to collect samples from the entirety of the land on the Site.
START contacted the laboratory that was scheduled to analyze the samples and requested an increase in the number of samples to be analyzed.  The laboratory initially procured could not handle the additional samples.  Therefore, START procured a second laboratory for sample analysis.
START flagged the sample locations.  START collected a total of six water samples and 26 soil/sediment samples.  The water samples included a field blank, a rinsate blank, a background, and three samples from the runoff water in the culvert.  The background sample was collected from a residential area upstream from the Site.  Of the three runoff water samples, one sample was collected from both upstream and downstream of the culvert in order to determine entry of contaminants into the stream, if any.  Four sediment samples were collected from the same locations as the water samples.  The 22 soil samples were collected from the surface and subsurface areas of the Site.  There were 11 subsurface samples collected from the Site, including one duplicate sample.  A hand auger was utilized to collect these samples.  The depth of the subsurface samples varied from approximately 12 to 22".  The subsurface soils observed at various locations on the Site were very dark in color, differing greatly from the 8" of light brown fill located above.  The majority of the 11 surface soil samples collected were light brown in color, with the exception of two samples collected from the culvert area of the Site; these two samples were dark brown, almost black, in color.
START collected GPS data and conducted photographic documentation for each sample location.
During START's sample collection activities, VADEQ Keene arrived on Site and provided START with the locations of his prior observation of buried batteries.  These sample locations were flagged and START collected surface and subsurface soil samples from these locations.
OSC Kelly and VADEQ conducted a meeting concerning the status of Site work.

Thursday, March 27th, 2003
START packaged and shipped the samples to two separate laboratories, Chemtech and Liberty Analytical, for TAL metals analysis.


Planned Removal Actions
There are no planned removal actions at this time.

Next Steps
Upon receipt of the analytical data, START will compile a data summary for the sampling assessment.
OSC Kelly will determine if a Removal Action is warranted at the Site.
SC Kelly will maintain correspondence with VADEQ Keene and Town Manager Gibson concerning Site status.

Elevated levels of lead maybe on site and migrating.
