The Fisherville Site is located at 60 Main Street (Route 122A) in Grafton, Massachusetts. The approximately 16.2-acre site is bounded to the north by Fisherville Pond, to the east by the Blackstone River, to the south by Route 122A, and to the west by private residences. The South Grafton Water District (SGWD) utilizes two overburden water supply wells, approximately 1000 feet south of the Site on the west side of the Blackstone River (designated as an American Heritage River) to supply domestic water for area residences. The surrounding area is a mix of residential, commercial and industrial properties.
* On February 25, 2004, EPA/START conducted a comprehensive permanganate monitoring sampling of all 99 injection wells and selected monitoring wells. Sodium permanganate concentrations had generally decreased across the injection grid area. Sodium permanganate concentrations continued to persist in the most downgradient injection points and along the eastern and western down gradient edges and averaged 1-2%. These areas were near locations of the third injection of permanganate solution and the groundwater re-circulation conducted in December 2003.
* On March 15 & 16, 2004, EPA/START collected VOC samples from injection well and monitoring well locations selected to observe potential VOC concentrations across the injection grid area. Two surface water samples were also collected from the Blackstone Canal (upstream and downstream of Route 122A). Samples were analyzed on-site by the EPA New England Regional Laboratory (NERL) Mobile Laboratory. Additional samples were sent to NERL in Chelmsford for confirmatory analysis. Groundwater elevation data was also collected for all the injection point well locations.
* On April 3, 2004, Fisherville Redevelopment Corporation (FRC) exercised an option to purchase the Fisherville Mill Site property. * On May 17, 2004, EPA conducted an informational meeting at the Massachusetts Department of Environmental Protection (MA DEP) Central Regional Office in Worcester, MA to present the post in-situ chemical oxidation treatment data collected to-date to representatives from FRC and its consultants from Woodard & Curren. Other meeting attendees included EPA Environmental Response Team (ERT), EPA River Navigator, Weston-START, Weston-Manchester, Environmental Resource Management (ERM), MA DEP, Town of Grafton/CMEDA, CEI (CMEDA's consultant), SGWD, and Coler & Colentonio, Inc. (SGWD's consultant).
* On June 22, 2004, EPA/START conducted a comprehensive permanganate monitoring sampling of all 99 injection wells, 8 drive point wells, and selected monitoring wells. Sodium permanganate was no longer evident in the most upgradient rows of injection point wells. Sodium permanganate concentrations continued to persist in the bedrock wells in the injection grid area and in downgradient injection point wells with an average concentration of 1-2%. Groundwater elevation data was also collected for all the injection point locations.
* From June 28 to 30, 2004, EPA/START collected 50 VOC samples (including replicates) from injection point wells and selected monitoring wells to observe potential VOC concentrations across the injection grid area and in downgradient monitoring wells. A surface water sample was also collected from the Blackstone Canal north of Route 122A. Samples were sent to EPA New England Regional Laboratory (NERL) for analysis. Concurrently, contractors for CMEDA conducted the extent of contamination of No. 6 oil on the western side of the Blackstone Canal in the area of the removed No. 6 oil underground storage tanks (USTs) as part of the phase II site assessment under the Massachusetts Contingency Plan.
The following activities have been completed:
• Conducted treatability study and field study to evaluate treatment technologies including, but not limited to, chemical oxidation for treating TCE and other chlorinated VOCs.
• Coordinated a meeting with MA DEP, CMEDA, the Town, WESTON and ERRS contractor to discuss the removal logistics and removal work plan.
• Conducted topographical survey to establish base line reference (e.g., elevation) for removal planning.
• Conducted field survey/evaluation and/or literature research for rock contour plan.
• Conducted additional sampling including, but not limited to conducting soil gas survey to further delineate the nature and the-extent-of-contamination on-site and installation of additional monitoring wells.
• Developed engineer-designed treatment plan utilizing the treatment technology evaluated in the above to treat the source areas and/or control the contaminant plume.
• Performed applicable environmental sampling and monitoring including soil and/or water testing during the removal. • Installed portable dam at the Blackstone Canal.
• Implemented the treatment plan in accordance with the engineered design and specifications.
The following activities are on-going:
• Conduct groundwater monitoring while implementing the treatment plan.
• Perform applicable air monitoring.
• Perform land survey and document the Site conditions with as-built drawings.
• Continue to conduct monitoring of the permanganate levels on a quarterly basis through Fall 2004 and conduct VOC sampling when the permanganate concentrations drop below 1% at all (or most) of the injection points.
• Conduct conference calls on an as-need basis with ERT/REAC, MA DEP, START and ERRS to review sampling data.
