Site Description

Neither Stoney Creek Technologies nor any other Respondent to EPA's Orders or Potentially Responsible Party is conducting response actions due to bankruptcy, financial inability, or other reasons; therefore, EPA continues to use its own contractor resources to conduct response actions at the Site.  



Current Activities
-ERRS contractors continued removal of chemical materials from the bottoms of storage tanks.  Cleaning of tanks requires permitted confined space entries.  ERRS made an effort to deal with all acidic wastes before hot weather arrives.  Removals from tanks T134, T120, T127, T128, T129, T493, T494, T199, T209, T542, T174, T528, the Emulsion Unit located in the drum warehouse containing T1001, T1002, T1003, T1004, T1005, T1006, and the cleanout boxes below the main acid vent stack were all completed since the last Pollution Report.  Waste generated from tank cleaning is being stored on site in drums or consolidated in tanks.  There are approximately 25 tanks on site which still need to be addressed including consolidation and waste water tanks.
- ERRS contractors made repairs to the diesel and gasoline pumps at the WWTP in order to be prepared for anticipated spring rains which could cause the site to flood with potentially contaminated stormwater posing a threat to off-site release.  
-  ERRS increased their crew size to be able to clean two tanks simultaneously, increasing production.
- To date, approximately 1,308 drums (approximately 71,940 gallons) are currently being staged on site.  Arrangements for drum disposal are currently being made.  The consolidation tanks currently hold approximately 21,000 gallons of material. EPA plans to dispose of material in consolidation tanks in warmer weather so that material will flow more readily.  Options for disposing of or treating waste water stored in tanks 460 and 190 are currently being explored.  

- ERRS continued to operate the waste water treatment plant under new procedures approved by the OSC.  START monitored pH levels daily to confirm that the waste water is neutral and stabilized after the recent waste spills reported in the previous Pollution Report.  Storm water is being discharged into Stoney Creek as needed after pH is confirmed to be within the limits stated under the NPDES permit.  

- START contractors are performing air monitoring for hazardous atmospheres prior to and during tank entry to ensure worker protection.  START is maintaining an inventory of tank contents and tracking progress of removal. START is also preparing to sample pipe and tank insulation which has been contaminated with oily material for asbestos to ensure worker protection while it is being cleaned.  All site activities are being documented by START.  

To date, 1,188,732 gallons of material have been disposed of off site.

Planned Removal Actions
- Complete removal of chemicals from tanks, piping, and process equipment.  
- Decontaminate site drainage system and solid surfaces.
- Remove contaminated surface soil by rail loading areas.  
- Dispose of and/ or treat wastes staged on site.

Next Steps
- Continue tank cleaning operations.
- Continue to monitor, treat, and discharge waste water from the site into Stoney Creek.
- Arrange for disposal of wastes staged on site.
- Sample pipe and tank insulation for asbestos which may need to be decontaminated of oily material to ensure worker protection.
 
Disposition Of Wastes
Disposal activities include disposal from individual tanks, tank consolidations, and a variety of drums.  Single manifests may include wastes from multiple sources.  Wastes are primarily disposed as corrosive (acids and caustics), flammable (items containing solvents), and non hazardous (primarily oil-based materials).
