Pollution Report (POLREP) #5
Site Description
The Site consists of 7 structures and 4 yards situated on 5 residential properties known as “homesites.”  In winter 2007-2008, U.S. EPA, in partnership with Navajo Nation EPA (NNEPA), investigated 56 homesites containing 113 structures.  The overall investigation identified 27 structures and 12 yards requiring response actions.  The 7 structures of concern and the 4 residential yards are located within the Teec Nos Pos Chapter area.  Two of the structures are occupied for residential purposes, although one resident has since moved to another structure on the same homesite.

Current Activities
For previous activities refer to POLREPS 1- 4

Seven structures were demolished in September and October 2008.  Three of the seven structures were negotiated to be replaced and financial settlements were negotiated for the other four.  Activities in April and May 2009 focused on constructing earthen pads for foundations to be built on.  Over the next 22 months the ERRS contractor worked with their subcontractor, Southwest Traditional Log Homes, to construct three replacement structures in Teec  Nos Pos.  Extreme winter weather conditions prevented access to the properties impacting the completion schedule of all the structures.  Southwest traditional log homes constructed 2 Bed and Breakfast Hogans , and 1 Trout Lake model home.  In addition to the weather impacting the construction process, it also impacted the utility connection process.   One completed structure remained empty for months until the utility company made final connections.  This impacted the final walkthrough inspection which in turn prevented residents from moving back in to their new structure.  Following is a list of dates when replacement structures were turned over to residents and they were allowed to move back in:

Homesite #          Model                                    Signed Walkthrough

HS-0002             Trout Lake                              September 22, 2009
HS-0005C           Bed and Breakfast Hogan        March 22, 2010
HS-0004             Bed and Breakfast Hogan        March 2, 2011

Financial compensations for demolished structures were all settled in 2009.  Following is a list of dates when financial settlements were finalized:

Homesite #                Signed Receipt

HS-0003A                  June 15, 2009
HS-0003B                  June 15, 2009
HS-0005D                  July 9, 2009
HS-0007                    June 16, 2009

At this point and time all structures have been replaced and possession of the structures has been given back to the residents.  All financial settlements have been resolved as well.   All activities under the Phase 1 structure removal effort for the Teec Nos Pos Navajo Radioactive Structures Site have been completed.
