Current Activities
August 4, 2004

0730-Boise Sheriff’s office called Idaho Communications Center to report a tanker truck has ruptured on Hwy 55 mp 73 spilling JP-8 Jetfuel.

Boyd Robert of DEQ was contacted and a conference call set up for 08:10

Sheriff  Bodie is currently acting as Incident Commander, advised callers that the second trailer from the  BRICO fuel  truck has ruptured and is currently spilling Jet-A fuel onto the Hwy and into the ditch opposite of the Payette River. At this time approximately 2,000 gallons of a 5,700-gallon tank has spilled. There are no injures or exposures at this time. Horseshoe Bend Fire Department is on scene.  BRICO has another tanker enroute to remove the remaining fuel from the ruptured tank. Horseshoe Bend water treatment plant has been notified of this incident, as they are a downstream water user.  Idaho Transportation Dept units are enroute to support traffic control.  ISP Hazmat Officer Pat Mooney is enroute to the scene and will update the call when on scene. Boyd Roberts confirmed the considerable potential of the fuel seeping into the river.

Sheriff Bodie requests assistance from Idaho RRT and EPA.
Earl Liverman from EPA confirmed the RRT should respond and offered assistance if needed. It was determined that a unified command structure be implemented, all parties agreed. Gordon Ravenscroft of Boise Disaster Management will be responding.  Elaine Davis with ITD confirmed road closed and requested VMS boards activated.

Confirmed release of approximatiely 2,000 gallons of Jet-A fuel class 3 combustible (UN 1853) is leaking from the front compartment. There is no sign of spill into the river.  
Pat Mooney with ISP is currently acting as the OSC for state.

0830-USEPA requested to assist on scene.  EPA OSC Marc Callaghan and START personnel (2) depart from Seattle WA.

1600-EPA and START members arrive on scene.   The overturned truck has been removed from the scene.   Excavation equipment has been staged on site but is not actively addressing source contamination.

1700- EPA integrates into Unified Command Structure.  Excavation of source contamination begins on East shoulder of Hwy 55.   Hard river boom is requested and placed outside the current absorbent boom for added security and containment should weather conditions change or seepage begin.  

2200- UC met to discuss the past accomplishments as well as establish objectives for the next operation period.  

The UCtasked the Planning Section Chief to provide:
1. a written sampling plan
2. a written disposal plan (certification from the landfill that indeed it is permitted to accept this type of waste)
UC members signed of and approved of the Traffic Plan and agreed on a meeting schedule for the next operations brief and planning meeting to take place at 0700.

Thursday August 5, 2004
0700- Meeting to brief UC on activities taking place from 2200 to 0700.  Members in attendance included: EPA, ITD, ITP, ISP, Maxim, Sommer Construction, Tetra Tech, NWFF Environmental, and Air BP Aviation.  

Excavation continued throughout the evening.  To date 1650 cubic tons of material have been removed to the Hazardous Waste Landfill located at Mountain Home.  

Sampling- The first round of water samples were completed.   Samples were collected from 4 different sampling points.   These samples will be analyzed for drinking water standard BETX cmpds.   The UC agreed that sampling at this same locations should continue on a daily basis with 24 hour turn around times.  

The booming crew has been demobilized off site.   If detects or a sheen appear the booming crew will return to the site.


1100- EPA accesses the Oil Pollution Fund in the amount of $40,000.  The FPN assigned: E04009.



Planned Removal Actions
1) Continue to excavate contaminated source material
2) Continue to ship contaminated material to State approved Hazwaste Landfill in Mountain Home
3) Develop written Site Safety Plan
4) Develop written Site Sampling Plan
5) Engineer survey of roadway.  Engineering design drafted for temporary road and removal of existing road
6) Maintain one lane of traffic
7) continue hauling waste to Idaho Waste Systems


Next Steps
1) Ensure continued safety of Citizens and Repsonse Personnel
2) Continue to manage water operations and excavation.
3) Keep Stakeholders and public informed of Respose Activities


Key Issues
1) Hwy 55 is a main North South artery for the state.  Keeping it open to one lane traffic is a high priority
2) This is a popular recreational area.   The river system has not been impacted nor have activities been curtailed due to removal activities.


 
Disposition Of Wastes
All contaminated debris is being sent to a State permitted Hazardous Waste Landfill in Mountain Home, ID.
