Site Description

Neither Stoney Creek Technologies nor any other Respondent to EPA's Orders or Potentially Responsible Party is conducting response actions due to bankruptcy, financial inability, or other reasons; therefore, EPA continues to use its own contractor resources to conduct response actions at the Site.  



Current Activities
-Representative from the PADEP were on site on March 19 and March 27 to discuss EPA's plan for bypassing the existing waste water treatment plant (WWTP) and actions required to prevent discharge of oil from the subsurface to the surface drainage.  

- ERRS removed concrete and began excavating contaminated soil adjacent to the WWTP.  This is being done to prevent oily water from discharging from the site during rain events.  Soil is being staged on site pending disposal.  

- ERRS removed the contaminated soil ramp located near the flyash mixing area and staged with the railroad siding waste pile for disposal.

- ERRS disposed of the contaminated soil stockpile generated from the rail siding excavation activities.  Approximately 1106 tons of soil were were transported off site for disposal.

- ERRS continued decontaminating exterior solid surfaces and drainage trenches.  This is being accomplished through scraping with hand tools and cleaning with hot water pressure washers.  Solid waste is being drummed for disposal and decon water is being consolidated in T-190.

- Waste water generated from decontamination operations is currently being stored in T-190, T539 and T-198.  Over 100,000 gallons of water is currently being store on site which will require treatment.  

- ERRS removed piping from beneath the Oleum mixers which contained acidic material and removed the acid vent lines connected to the Oleum tanks which were clogged with acid sludge.  Acid sludge was drummed and is being stored on site pending disposal.  

- To date, approximately 21,600 gallons of material have been generated through pad and line clearing operations.  Arrangements for waste disposal is ongoing.

-  ERRS completed removal of materials from  T-205, T-206, T-539, T-480, T-203, and T-500 during this reporting period.  With the exception of tanks being used to contain waste water, all planned tank clean out activities are now complete.  

- Approximately 317 waste drums, 1 roll-off, 23 totes, 125 cubic yards of soil are currently staged on site. Transportation and disposal or on-site treatment for waste materials are currently being arranged by ERRS.

- Approximately 1,106 tons of soil, 2 roll-off boxes cotnaining contaminated railroad ties, 143 drums, and 10,853 gallons of bulk liquid were shipped off site for disposal during this reporting period.  To date, approximately 1,471,881 gallons of material have been removed from the site.  

- ERRS continued to operate the waste water treatment plant WWTP under procedures approved by the OSC.  The WWTP discharges to Stoney Creek.  START contractors are routinely monitoring the discharge pH to be within the limits stated under the facilities previous NPDES permit.  ERRS is routinely sampling the discharge for other parameters set forth under the previous NPDES contract.  

- START contractors are performing air monitoring to ensure worker safety while performing tank entries and other activities that may present risk for worker exposure.

- START contractors collected surface water samples from the site drainage system in order to confirm effectiveness of surface decontamination.


Planned Removal Actions
  
- Decontaminate site drainage system and solid surfaces.
  
- Dispose of and/ or treat wastes staged on site.

- Patch concrete where sub-surface contamination poses a threat of surfacing and running off-site.

- Trace and remove the source of oil appearing in the collared well near the WWTP.

- Excavate the old WWTP settling ponds.

- Close the current WWTP.


 
Disposition Of Wastes
Disposal activities include disposal from individual tanks, tank consolidations, and a variety of drums.  Single manifests may include wastes from multiple sources.  Wastes are primarily disposed as corrosive (acids and caustics), flammable (items containing solvents), and non hazardous (primarily oil-based materials).
