Site Description
The property is located at 1375 9th Street in LaSalle, LaSalle County, Illinois.  Coordinates for the site are latitude 41 degrees 20' 16" North and longitude 89 degrees 05' 18" West. It is located in an industrial/residential neighborhood, with approximately 895 residents living within one half mile of the site.  The Vermilion River is approximately 1000 feet east of the site.

The property known as LaSalle Rolling Mill operated as a metal forming and rolling facility.  The facility had been under contract to the U. S. Mint to generate metal blanks for pennies, which required copper plating onto zinc blanks.  The facility occupied approximately 12 acres with one main building which contained two furnaces, rolling mill, copper plating line and associated treatment operation, laboratory, warehouse area, and offices.  Several storage tanks are located outside which are used for the storage of mill oil and spent plating solution.  Although the tanks appeared to have secondary containment, oil staining was present in numerous locations on the west side of the facility.  A past spill of mill oil had occurred at the facility and the contaminated soils generated from the remediation were still stored on site.  The site is fenced and randomly inspected by the owner.


Current Activities
Area of Concern #1 - outside CN storage tank, a mixture of cyanide contaminated oils and plating solution shipped off-site.  Secondary containment water was discharged to the LaSalle WWTP.

Area of Concern #2 - The plating line has been dismantled, rinsates and residue have been transferred to vac-boxes.  Equipment and debris in roll-off box.  Drums of F006 and F008 were also emptied into the vac-boxes.

Area of Concern #3 - Chemical Treatment bulk tanks have been cleaned along with the secondary containment area.  Waste has been shipped off-site.

Area of Concern #4 - Residual product  chemicals were consolidated with the bulk cyanide waste, lab chemicals were packaged and shipped off-site.

Area of Concern #5 - Oil storage tanks were pumped out and shipped for disposal, tanks and containment areas were cleaned.

Area of Concern #6 - Internal storage area, contaminated lumber removed, placed in roll-off, soils were sampled, analysis is pending.

Area of Concern #7 - Soil Piles in back of facility have been sampled, analysis pending.

Area of Concern #8 - Asbestos, removal has not been initiated.

Concerns regarding the completion of the work have been raised by the site contractor since they have not been paid for the work that has been completed and the 10 vac-boxes are still on-site awaiting disposal.  

Meeting with the RP and his consultant was held on January 6, 2005, to discuss status of the site.  The RP intends to fullfill the work under the AOC, has obtained additional funds and will pay past contractor bills.  Completion date was extended to March 4, 2005.  The consultant prepared a site status report which was submitted on January 10, 2005, weekly status reports will also be sent to EPA on every Monday until site completion.



Planned Removal Actions
Removal of roll-off boxes of debris.
Removal of 10 vac-boxes containing cyanide waste.
Removal of contaminated soil inside the building.
Removal of contaminated soil piles located north of the facility.
Completion of asbestos abatement on steam engine located inside facility.
Removal of any remaining drums still on-site.

Complete site work by March 4, 2005.

Key Issues
RP has missed the AOC deadline, EPA is working with the RP to ensure completion of the work.  Referral to DOJ and penalties are possible is the 3/4/05 completion date is not met.
