The property known as LaSalle Rolling Mill operated as a metal forming and rolling facility. The facility had been under contract to the U. S. Mint to generate metal blanks for pennies, which required copper plating onto zinc blanks. The facility occupied approximately 12 acres with one main building which contained two furnaces, rolling mill, copper plating line and associated treatment operation, laboratory, warehouse area, and offices. Several storage tanks are located outside which are used for the storage of mill oil and spent plating solution. Although the tanks appeared to have secondary containment, oil staining was present in numerous locations on the west side of the facility. A past spill of mill oil had occurred at the facility and the contaminated soils generated from the remediation were still stored on site. The site is fenced and randomly inspected by the owner.
Area of Concern #1 - outside CN storage tank, a mixture of cyanide contaminated oils and plating solution shipped off-site. Secondary containment water was discharged to the LaSalle WWTP.
Area of Concern #2 - The plating line has been dismantled, rinsates and residue have been transferred to vac-boxes. Equipment and debris in roll-off box. Drums of F006 and F008 were also emptied into the vac-boxes. Two sections of the clean tank line remain on site and will be put up for sale.
Area of Concern #3 - Chemical Treatment bulk tanks have been cleaned along with the secondary containment area. Waste has been shipped off-site. The new incoming facility will utilize portions of the treatment system.
Area of Concern #4 - Residual product chemicals were consolidated with the bulk cyanide waste, lab chemicals were packaged and shipped off-site.
Area of Concern #5 - Oil storage tanks were pumped out and shipped for disposal, tanks and containment areas were cleaned. The new facility may utilize some or all of the tankage for future oil storage.
Area of Concern #6 - Internal storage area, contaminated lumber removed, placed in roll-off, soils were sampled and excavated, placed in roll-off box which is awaiting disposal.
Area of Concern #7 - Soil Piles in back of facility have been sampled, excavated and currently stored in roll-off boxes pending disposal.
Area of Concern #8 - Asbestos, removal has been completed.
Concerns regarding the completion of the work have been raised by the site contractor since they have not been paid for the work that has been completed and the 12 vac-boxes and 2 debris roll-offs are still on-site awaiting disposal. Discussions with the PRP on 4-4-05, indicate that the facility has been leased for 5 years to a company that will utilize the furnaces and rolling mills to generate rolled aluminum. The new company is in the process of updating the equipment and facilities. Money is coming into the PRP, therefore payment to the contractor is ocurring and completion of the work under the AOC is likely within the next month.
Weekly status report will continue until completion of the work.
Removal of 2 roll-off boxes of debris.
Removal of 12 vac-boxes containing cyanide waste, a liquid phase that has accumulated within the boxes will be decanted off prior to diposal of the sludge.
Removal of any remaining drums still on-site.
Removal of roll-offs containing contaminated soils.
Complete site work by May 6, 2005. Complete Final Report.
RP has missed the AOC deadline, EPA is working with the RP to ensure completion of the work. Referral to DOJ and penalties are possible is the 5/6/05 completion date is not met. Due to the new lease of the facility, resources appear available to complete the work.
