Lacamas Laboratories is a pharmaceutical manufacturing plant located in Portland, Oregon.
The Lacamas plant is located in an industrial setting of North Portland off of Marine Drive. The property is composed of approximately 8 buildings that are used for storing process chemicals and the equipment necessary to produce percursor pharmaceutical chemicals. The total area is approximately 2.4 acres according to information taken from www.portlandmaps.com
Concerns on site (beyond worker safety, fire and explosion) include the threat of runoff of pollutants and contaminants into the Columbia River.
The Oregon Department of Environmental Quality (DEQ) requested EPA’s assistance to both identify and mitigate any potential environmental threats on site.
EPA responded to the site at the request of the DEQ. EPA formed a Unified Command with the RP, (the RP's contractor NRC), DEQ, and the USCG.
The following are the incident objectives for the current opeartional period:
Control site runoff and collect liquids in storage tanks.
Maintain boom at outfall on Oregon Slough.
Shore buildings as needed for safe entry to remove chemicals and debris. Engineer to approve all shoring.
Review lab results and obtain approval for discharge of water to the sanitary sewer from the Portland BES.
Continue on site air monitoring.
Pressure wash the paved lot and collect water in Baker tanks for discharge.
Inventory property as required by insurance.
Continue removal of damaged building components.
Load building debris and transport to a demolition landfill.
Remove chemical containers as they are encountered and as safety allows.
Set up separator and carbon unit to treat water prior to delivery to the sanitary sewer.
Site contact waters, approximatly five-21K gallon baker tanks will be treated on site and discharged to the local POTW. The City of Portland's Bureau of Environmental Services (BES) will oversee this operation and ensure that applicable permit requirements are enforced. NRC the consultant for the Responsible Party is planning to set up an oil-water separator followed by carbon filtration prior to discharge. Discharged waters will be sampled midstream and analyzed by the BES for compliance purposes.
Analytical results for the outfall and river system, collected by the USEAP are pending. Preliminary results are in but will not be released until they go throurgh a laboratory quality review.
Develop and provide disposal plan to the Unified Command.
Workers conducting chemical removal and or cleanup of damaged chemical must be 40hour hazwopper trained. Undamaged products stored in drums and totes may be handled by Lacamas Lab personnel at the discretion of the Site Safety Officer.
