1. Current Situation
U.S. EPA has completed the inventorying, sampling, and haz-catting of the drums located onsite. All of the small containers have been consolidated, bulked, and lab-packed. All drums, vats, and tanks have been drained and rinsed. Aboveground storage tanks (ASTs) and associated piping have been inspected and drained of all materials. The west and east yards of the MIF property, as well as the additional property to the north of the facility, have been excavated in order to remove all contaminated soils down to three feet. All soil sampling data has been forwarded to the Michigan Department of Environmental Quality.
All wastes have been removed from site and transported for disposal at CERCLA approved off-site disposal facilities. Wastes included, a total of 166 drum of non-regulated wastes, 1,971 drums containing hazardous wastes, 1800 RCRA empty drums, 5,450 gallons of non-regulated liquid waste, 40,309 gallons of flammable liquids, 17.96 tons of hazardous waste solids, and 440 cubic yards of impacted soils.
2. Removal Activities to Date
During the week of April 25 to April 29, 2005, EPA, ERRS and START completed the small container crush, loading scrap steel into rolloff boxes for shipment offsite and scrapping of RCRA empty plastic totes. Full drums continued to be staged and empty drums were rinsed for shipment off-site. A total of 221 drums were shipped for disposal.
During the week of May 2 to May 7, 2005, EPA, ERRS, and START completed the cleaning and cutting AST8, which was located beyond the west fence line of the MIF property. Excavation of contaminated soils from the west yard of the MIF property was completed. Small container crush drums were stabilized and drums were staged for shipment. A total of 5,450 gallons of non-hazardous liquid and approximately 300 cubic yards of contaminated soil were shipped off site for disposal.
During the week of May 9 to May 14, 2005, EPA, ERRS, and START screened the bottom of the west yard excavation with a PID and collected 10 soil samples from the sidewalls. These samples were analyzed for volatile organic compound content, total metal content, and semi-volatile compound content. The excavation was lined with a geofabric barrier before being backfilled. Excavation and of contaminated soils and backfilling of the north yard was completed and all contaminated soils from the in the east yard were excavated. Empty drums continued to be rinsed prior to disposal. A total of approximately 30 cubic yards of solid hazardous waste, approximately 120 cubic yards of contaminated soils, 284 RCRA empty drums, 86 drums containing non-regulated wastes and 188 drums containing hazardous materials were shipped off site for disposal.
During the period of May 16 to June 1, 2005, EPA, ERRS, and START completed the staging and shipping of all drums off site for disposal. The east yard excavation was backfilled and all site equipment was demobed from site. A total of approximately 30 cubic yards of solid hazardous waste, approximately 20 cubic yards of contaminated soils, 81 drums of non-regulated wastes and 26 drums of hazardous materials were shipped off site for disposal.
