Current Activities
From January 23 - February 17, the PRP contractor addressed dewatering of the site through the use of vacuum trucks at various locations around the site, including: the storm sewer system that runs parallel to the ODOT construction site for I-280, within the mass excavation, and on-site in the tank farm.  

Also from January 23 - February 7 the PRP contractor continued to  monitor the Maumee River for contaminated storm water migrating through the sewer system on a 24 hour a day basis.  Continuous monitoring by the PRP stopped around February 8 2006.  

From January 23 - February 17, a PRP contractor monitored the perimeter of the site for exposure to petroleum/gasoline vapors with stationary monitoring equipment.

On January 24 and 25, the PRP contractor addressed three areas of concern as identified through geoprobe borings.  One was along the railroad tracks inside the tank farm near the northwest corner.  A second area was outside the tank farm on the south end, while the third was the northern borings along the ODOT ramp.  Additional geoprobe borings were installed to determine the extent of the contamination at those areas.

On January 25, the PRP contractor began discharging pre-treated storm water and groundwater from the on-site pre-treatement plant.  The original discharge rate was 52 gpm.  The discharge rate was raised to 100 gpm by the City of Toledo on February 8, 2006.  The PRP contractor is providing analytical data to the City of Toledo wastewater treatment plant.

On February 10, the PRP contractor excavated an additional sample location in the mass excavation based on elevated laboratory sample results.  The area excavated was resampled and the samples were split with USEPA and analyzed for BTEX, MTBE, GRO and TPH.  The analytical results were reported non-detect from both the USEPA and PRP laboratory results.  The PRP contractor also tested the groundwater in the storm sewers to determine the levels of contamination still within the sewer.

On February 13, the ODOT contractor began rebuilding Ramp X.  The ODOT contractor removed the storm sewer piping that had been re-installed by the PRP contractor on January 20, 2006.  The ODOT contractor installed filter fabric on the bottom of the mass excavation.  On top of the fabric gravel and riprap was installed.  On top of the riprap, additional gravel was installed to provide a solid foundation for the temporary road.

From February 13 to February 17, limited activities by the PRP contractor were performed on-site. The Delta Fuels site remains heavily flooded on the east side, and the test trench/pits on the west side remain predominately full.  PRP air-monitoring consultants have staged stationary instrumentation around perimeter of site and no longer provide mobile air monitoring activities.  Discharging and recording of on-site treated water to the Front Street Sanitary Sewer main continues.  


Planned Removal Actions
Install a duel (water and gas) Vapor Recovery System along the ODOT storm sewer system both north and south of the mass excavation.

Continue collection and removal of on-site liquids contaminated with petroleum.

Finish the Geotechnical Investigation to determine on-site removal options, in accordance with the established Site Workplans.



Next Steps
- The PRP contractor will continue storm water management/collection and sewer monitoring activities.

- The PRP contractor will continue to monitor the air around the perimeter of the facility and in the adjoining neighborhood.

- The PRP contractor will continue to treat and discharge water collected on-site in the waste water treatment system.

- The PRP contractor will establish and submit to the EPA proposals for the removal of contaminated soils on-site.

- The PRP will submit to the EPA all Geotechnical information regarding the site.

- The PRP contractor will submit a work plan addressing the remediation of the site as well as bring the site up to the levels as required by the SPCC legislation.



Key Issues
As of January 24, 2006 - 19,909 gallons of product have been recovered.

The plug of the storm sewers located at the Maumee River was pulled on Friday January 13, 2006.  Clean booms were installed in the river.  An unknown sheen was noted along the shore of the river within the boomed area and a sample was collected for analysis by the U.S. Coast Guard-MSU Toledo.

As of January 13, 2006 - 23,163.85 tons of contaminated soils were sent to the Evergreen Landfill for reclaiming or disposal.  Some off-site contaminated soils are still remaining on the project site waiting to be sent to the landfill.
