Site Description
The Mosaic Tile Dump Site, Operable Unit (OU) 1 is and abandoned waste tile, dump located just outside of Zanesville, Ohio (Springfield Township), Muskinghum County, Ohio.  The Site, also known as the Northern Parcel, is situated on ~3.5 acres just west of the county fairgrounds and is bordered by Pershing Road, Benjamin Avenue and Woody Lane.  Residential homes surround the Site with the majority located along Benjamin Avenue (west side).  A large mound or pile of waste is visible covering approximately 2/3 of the property.  

The Site was used by the Mosaic Tile Company to dispose/dump off-specification tile, glaze and debris during the 1950s and 1960s.  The large waste pile on-site is comprised of this material.  The company was formerly located north of the Site on the north side of Pershing Road.  The Site is currently owned Collins & Aikman Accessory Mat, Inc. (C&A) who is the Responsible Party and funding the removal action.  

Total lead concentrations of waste glaze have been detected as high as 45,000 ppm.  Corresponding TCLP levels have been detected above 5 mg/l, the RCRA regulatory level for hazardous waste (D008).  Lead is the primary constituent of concern at this time.

C&A filed for bankruptcy and changed consulting firms during the reporting period which led to many delays in actually starting the removal action.  For more information regarding the delays contact the OSC or ORC attorney.

Current Activities
During the reporting period, many activities were performed.  Major activities are described by the following:

* Submitted and initiated a Groundwater Investigation Plan.  Five monitoring wells were installed.  Three rounds of sampling have occurred.  The investigation was performed to determine whether a "hot spot" and capping remedy would be an appropriate removal remedy for OU1. Constituents of concern were not found above federal drinking water standards.  A formal report was submitted and concluded that removal work would not be warranted.  U.S. EPA rejected these conclusions.
* Geotechnical samples were collected and analyzed for informational purposes on multiple occasions.
* On behalf of C&A, the former consulting firm submitted a Removal Action Work Plan three times until finally approved by U.S. EPA in 2005.
* U.S. EPA approved a removal action "Basis of Design" for completing the engineering components of the cleanup and ultimately a Technical Specification and Drawings plan for the project.  Documents were generated on behalf of C&A by the new consulting firm, Haley & Aldrich Design and Construction, Inc. (H&A).
* H&A submitted a project schedule and solicited bids for a removal contractor.  Contract awarded to Environmental Management Specialists, Inc (EMS) in March 2006.
* U.S. EPA sends Fact Sheet of OU1 project to area residents, businesses and officials.  OSC meets with local residents to inform them of the removal action and answer questions.
* H&A works with county maintenance deptartment to improve load bearing capacity of Woody Lane bridge for truck traffic.
* EMS completed a treatability study for the stabilization of waste with high lead content to be disposed off-site as non-hazardous.  Waste approval was received for hazardous and non-hazardous wastes.
* H&A submitted a HASP (includes air monitoring plan), Field Sampling Plan (includes QA/QC information) and Work Plan to U.S. EPA.
* H&A secures access agreement with the owner of the Southern Parcel OU2.
* In April 2006, a subcontractor cleared the entire Site parcel of trees and shrubs in anticipation of upcoming excavation work.

H&D and EMS mobilized to the Site in early May 2006, to initiate cleanup activities.  Site services, utilities, and a project trailer were established.  Exclusion and support zones were identified. EMS has begun to place erosion control and drainage structures; remove and stage tree stumps; construct temporary haul roads; and survey/stake grids to be excavated.  



    


Planned Removal Actions
The primary objectives for completion of the removal action are the following:

* Remove and treat high concentration lead waste from pre-determined locations and depths from across the site (up to 10,000 cy).  Transport waste for proper off-site disposal.
* Control storm water run-off.  Treat, analyze and dispose as necessary (POTW).
* Consolidate lower concentration lead waste from outside of the waste footprint.  Grade waste pile and construct an appropriate cap as specified (Ohio EPA Type 2).
* Perform verification sampling and analysis as removal progresses (XRF and lab analysis).  Areas outside of the waste footprint (perimeter) will meet the residential lead cleanup guideline of 400 ppm.  Backfill and grade these areas.
* Construct a toe drain system around the consolidation area.  Place run-off control and erosion structures.  Construct a permanent storm water pond.
* Perform personnel and perimeter air monitoring, sampling and analysis throughout project.
* Generate and initiate a Site restoration plan.  
* Generate and implement an O&M plan.
