Pollution Report (POLREP) #3
Site Description
The Site is an empty lot located south of 401 South Avenue in Whitman, MA.  The Site consists of approximately 19 acres, roughly triangular in shape, and is designated by the Town of Whitman Tax Assessor's Office as Maps 6 and 7, Block 75, and Lots 1 and 2.  The geographic coordinates of the site, as measured from its approximate center, are 42° 04' 57'' N latitude and 70° 55' 23'' W longitude.

Refer to previous POLREP for a more detailed Site description.

Current Activities
Refer to POLREP #2 for a summary of activities conducted between 9 March 2006 and 19 May 2006.

During the week of 22 May 2006, clearing and grubbing activities were completed at Area 2 (600 sqft) and Area 5 (18,300 sqft). Two composite samples were collected from 11 test pits in Area 5 for disposal characterization analysis including VOC, SVOC, PCB, TPH, TCLP metals, ignitability, corrosivity (pH), reactive cyanide and reactive sulfides.

During the week of 29 May 2006, excavation and staging of contaminated soils at Area 2 and Area 5 were completed.  Approximately, 3,000 tons of contaminated soils were excavated during this effort.

On 7 June 2006, following profile approval, ERRS initiated transportation and disposal of the contaminated soils.

On 9 June 2006, START collected five composite soil samples from the walls of the excavation and one composite sample from the excavation floor in Area 5. The samples were submitted to an approved laboratory for SVOC and RCRA metals analysis.

During the week of 12 June 2006, ERRS conducted backfilling activities at Area 2 and Area 5. Approximately, 1,900 tons of clean fill soil was used to complete this task.

During the week of 26 June 2006, Site restoration activities were completed.

On 28 June 2006, following the completion of all assigned field tasks, ERRS and START demobilized  all personnel and equipment from the Site.

During this removal action, a total of 4,000 tons of contaminated soils and 10,000 gallons of contaminated sludge/liquids were removed from the Site and transported for disposal to EPA-approved disposal facilities.

Planned Removal Actions
The actions taken during this removal were conducted to protect public health, welfare, and the environment by removing the hazardous substances, contaminated surface soils, and contaminated sludge from the Site.

Next Steps
No further actions planned.

Key Issues
Due to the close proximity to ground water at the Site, all excavations were terminated at a maximim of 5 ft bgs (1-2 ft above the groundwater table). A soil cap was placed over remaining contamination in soils at and below this depth.

Composite soil samples were collected at the end of each excavation to document levels of soil contamination remaining in place above the MCP.
