A traffic accident resulted in a tanker rollover near Montgomery, Alabama. One fatality was reported. Initial reports indicated that approximately 2000 gallons of diesel were released as a result of the incident. This volume was later revised upward to an estimated 4000 gallons of mixed diesel and gasoline. ADEM has indicated that a cleanup contractor (SWS) has been retained. OSC David Andrews was dispatched from Atlanta at 12:50 am (EDT) on August 7, 2006.
At approximately 10 pm CST on August 7, 2006, a tanker truck owned & operated by Home Oil Company [5744 E Us Highway 84, Cowarts, AL(334) 836-0145 ]o overturned travelling northbound on SR 110 (Vaughn Road) where the highway bends northward away from it's intersection with CR083 (Wallahachee Rd). The driver lost control and the tractor/tanker skidded and rolled off the road surface and onto property owned by (church). The accident resulted in the fatality of the driver and the complete loss of the tanker inventory [8400 gallons] of gasoline/regular & agricultural diesel. The tanker rested upside down on the property of the Woodland United Methodist Church, leaking from the tanker's top hatches and a few fractures in the tanker's valves/pipes. There was no product impact to surface water or spillage reaching nearby storm drains. The spill and product soaked into the dry soil with no product pooling around the tanker.
The City of Montgomery Fire Department's HazMat Team responded and laid-down foam on and around the tanker. Alabama Highway Patrol detoured traffic away from the accident scene. Alabama Department of Environmental Management(ADEM) provided response oversite prior to EPA's arrivao. Home Oil Company is contracted with CDG Engineers & Associates for over the road environmental responses. CDG was on-scene and their subcontractor, SWS First Response, was on-scene to assess the incident and off-load any remaining product from the tanker prior to removal of the wreckage and initiate contaminated soil removal.
On August 8, 2006, SWS First Response coordinated with local utility companies for assistance with delineation of buried utility lines & structures the within the anticipated excavation zone. Due to the excavation next to SR 110 (Vaughn Road), the Alabama Department of Transportation (DOT) was also involved with the excavation oversite and planning.
The wreckage was removed from the church property and the highway was reopened prior to sunrise on August 8, 2006.
SWS First Response cut two trenches near the water lines and began recovering product.
SWS First Response will continue recovery of free product, excavation/disposal of contaminated soil, and restore property. CDG Engineers & Associates has coordinated disposal of contaminated soil with nearby landfill.
ADEM will oversee the completion of the response.
