The Mosaic Tile Dump Site, Operable Unit (OU) 1 is and abandoned waste tile, dump located just outside of Zanesville, Ohio (Springfield Township), Muskinghum County, Ohio. The Site, also known as the Northern Parcel, is situated on ~3.5 acres just west of the county fairgrounds and is bordered by Pershing Road, Benjamin Avenue and Woody Lane. Residential homes surround the Site with the majority located along Benjamin Avenue (west side). A large mound or pile of waste is visible covering approximately 2/3 of the property.
The Site was used by the Mosaic Tile Company to dispose/dump off-specification tile, glaze and debris during the 1950s and 1960s. The large waste pile on-site is comprised of this material. The company was formerly located north of the Site on the north side of Pershing Road. The Site is currently owned Collins & Aikman Accessory Mat, Inc. (C&A) who is the Responsible Party and funding the removal action.
Total lead concentrations of waste glaze have been detected as high as 45,000 ppm. Corresponding TCLP levels have been detected above 5 mg/l, the RCRA regulatory level for hazardous waste (D008). Lead is the primary constituent of concern at this time.

During the reporting period, June thru August 2006, the following major removal activities were performed:
* The majority of work during the reporting period focused on removal of high concentration lead waste from predetermined and newly discovered "hot-spot" areas located within the waste pile area. Lead waste was excavated and treated on-site to meet TCLP regulatory levels and landfill treatment standards (0.75 mg/l). Contractors blended a proprietary fixation agent with the waste to achieve the action levels. Approximately 5,114 cubic yards (CY) of contaminated waste was successfully treated on-site.
* Approximately 1,516 CY of waste from the perimeter of the waste pile, greater than 400 ppm were excavated and consolidated within the limits of waste to be capped. Contractors used XRF field testing to guide this activity. Verification sampling continues.
* Approximately 9,932 tons of treated lead waste was transported off-site to a Waste Management Subtitle D landfill as non-hazardous waste.
* Approximately 16,000 gallons of lead contaminated storm water was temporarily stored, tested and transported off-site for proper disposal.
* The consulting firm has amended drainage design plans along north boundary to reduce the risk of flooding on the south parcel. A draft Restoration and Revegetation plan was generated and submitted to U.S. EPA. An Operations and Maintenance (O&M) plan is in the process of being generated by the consulting firm. The plan, which includes groundwater monitoring, will be prepared to meet Ohio EPA guidelines.
* Contractors have begun backfilling and grading the perimeter area of the site. Approx. 5,389 tons of clean clay have been brought on-site. Regular testing of dry density and moisture content are conducted to ensure compaction, per the project specifications.
* Air monitoring and air sampling/analysis continues. No problems have been encountered to date.
* Activities during the reporting period were conducted without an on-site recordable health & safety incident.
* Complete verification sampling and backfill of perimeter area outside the limits of waste.
* Control storm water run-off. Filter, store and analyze. Dispose or reuse as appropriate.
* Continue sub-grade contours of waste pile/limits of waste and construct cap as specified in engineering designs (Ohio EPA Type 2). Perform final grade survey.
* Decommission monitoring wells MW1,2,4 and 5.
* Construct a toe drain system around the consolidation area per approved design plans. Place run-off control and erosion structures. Construct a permanent retention pond.
* Perform personnel and perimeter air monitoring, sampling and analysis throughout project.
* Implement the Restoration and Revegetation Plan.
* Generate and implement an O&M plan.
