Pollution Report (POLREP) #3
Current Activities
EPA and Oregon Department of Ecology reviewed three drafts of the proposed Work Plan prepared by Tim O'Gara, the consulting Hydrogeologist, contracted by Mr. Hofenbredl.  Based on the review and modifications made to the plan EPA approved the Work Plan on July 17.

Recipients of this POLREP should contact the OSC if they want a copy of the Work Plan.

One of Mr. Hofenbredl's employees has taken the 40-hour HAZWOPER training.

Planned Removal Actions
Mr. O'Gara and Mr. Hofenbredl will begin implementing the Work Plan which consists of three operations.  One is to excavate and landfarm the soil where the highest concentration of fuel has accumulated near the pump house.  This will stop the source of gasoline.  The second operation, is to install an interceptor trench between the pump house and the South Yamhill River to catch any fuel in route to the river.  The trench will direct the fuel to a sump from which the fuel-contaminated water will periodically be pumped.  This operation will be long-term, probably operating over a number of wet seasons needed to flush the trapped fuel.  This operation will continue  until sampling of water shows contaminate concentrations at acceptable levels.  The third operation is to sparge with air bubbles the Baker Tank containing contaminated water collected from the initial response until contaminate concentrations reach acceptable levels.  The water will be discharged onto the land.

Next Steps
EPA will prepare an Administrative Order of Removal Actions for Mr. Hofenbredl to sign.

Oregon's Historic Preservation Officer will be contacted by Mr. O'Gara before any digging begins.
