Container over pack operations are nearing completion. Containers are being over packed as waste stream consolidation schemes are finalized. All 55 gallon product containers and over 90% of the smaller containers have been over packed/lab packed. To date, a total of forty two (42) 55 gallon drums of product, sixty three (63) product containers less than 55 gallon in size, and 22 bags of dry chemical have been over packed. A small number of miscellaneous product containers less than 55 gallons remain to be lab packed. A few of these containers are open top – their contents will be bulked into appropriate waste streams and transferred to 55 gallon containers as necessary. Cutting of empty containers for disposal purposes continues as needed.
Pump-out of the plating vats has been completed as of 11/29/06. A total of 30 fifty-five gallon drums have been generated for disposal from this operation to date. Solid absorbents, including lime and Speedy-Dry, have been added to the vats as necessary to soak up residual liquids. Solids removal from the vats began on 11/30/06.
A total of 73 over pack drums and 2 five gallon lab packs have been generated and transported to the temporary off-site staging area. Some of these include waste water generated during cleaning and equipment decontamination operations. All over pack/lab pack containers have been prepped for shipment except for labeling and are being stored in Con-Ex boxes at the off-site location until transportation and disposal can be effected. Emergency contact information and Con-Ex inventories are being provided to township officials and emergency services personnel as a precautionary measure. Site security personnel conduct regular visits to the temporary storage area to guard against vandalism.
Currently planned removal actions include the following:
• Consolidate waste streams as feasible and over pack/lab pack all chemical containers as necessary;
• Transportation and disposal of all chemical wastes on-site;
• Removal and disposal of all tanks and vats;
• Removal and disposal of contaminated wood plank flooring;
• Removal of the thick chemical residues from and final pressure washing of the concrete slab floors and walls in the plating shop;
• Pump out of the underground settling tank;
• Decontamination of the underground settling tank;
• Collection of post clean-up samples from the effected walls and floors of the plating shop;
• Collection of post clean-up samples from the underground settling tank concrete walls and floor;
• Collection of investigatory samples from the stained areas of the building foundation walls, the soils beneath the underground settling tank, and the soils at the underground settling tank discharge point; and
• Site restoration activities as required.
The underground settling tank is scheduled to be emptied via vacuum trucks on Friday, 12/1/06. Clean-out and decontamination of the tank interior will be conducted as quickly as feasible after pump-out is complete. Sampling of the tank's concrete floor, walls and sub-surface soil is scheduled for the week of 12/4/06. Investigatory sampling of a stained portion of the plating shop foundation wall and adjacent soils will also be conducted at that time.
Removal of contaminated wood floor planking is tentatively scheduled to begin during the week of 12/4/06.
The Town of Mentz has provided EPA with a temporary storage area since there is limited room on-site. All liquid drums are being over-packed and stored in Con-Ex boxes at the temporary storage site until transportation and disposal of the materials can be executed. The appropriate NYSDEC and EPA RCRA Division personnel have been notified of the temporary storage plans and are in concurrence.
