Site Description
The Site encompasses approximately 36.16 acres and includes a 120,000 square foot vacant building; paved parking areas, grassed areas and lightly wooded areas within a unsecured security fence and in front of the building; and a larger undeveloped wooded area outside of the unsecured security fence extending south to the Roaring Branch of the Walloomsac River (Roaring Branch) and west to adjacent properties. The Site’s current local zoning classification is Industrial.

Hazardous substances include PCBs and asbestos.  High levels of PCBs are located in the soil outside and beneath the building, in the concrete slab of portions of the building, and on the steels walls of the building.  Asbestos was identified in floor tiles in the building.  VT DEC also noted elevated levels of DEHP, VOCs, and Zinc in their Brownsfield report.


Current Activities
During the week of 10/16/2006:

1)      Awarded demolition contract and begin discussing demo plans.
2)      Begin re-establishing Site Support Zone (i.e. replace trailers, equipment damaged by automobile accident) and reconnect utilities.

During the week of 10/23/2006:

1)      Continue re-establishing Site Support Zone (i.e. replace trailers, equipment damaged by automobile accident) and reconnect utilities.
2)      Continue discussions of demo plans, waste profiles, and setting agreement with dispposal facility with demo subcontractor.

During the week of 10/30/2006:

1)      Site walk and meeting with demo subcontractor on 11/1.
2)      Site walk and meeting regarding CAP design on 11/2.

During the week of 11/6/2006:

1)      Completed waste profiles for disposal facility.
2)      Disposal facility contract signed to accept demo debris.

During the week of 11/13/2006:

1)      Demo contractor mobe to Site on 11/14.
2)      Erosion and sediment control measures set up around Site.
3)      Remove 6 pole-mounted transformers.

During the week of 11/20/2006:

1)      Begin demolition and segregation of 120,000 square foot facility and drum storage shed.

During the week of 11/27/2006:

1)      Continue demolition, segregation, and begin disposal of main facility and drum storage shed.

During the week of 12/4/2006:

1)      Completed demolition of main facility and drum storage shed and continue segregation and disposal of demo debris.
2)      Removal of zinc hopper and segregation with demo debris.
3)      Completed requirements for bid for survey of Site for CAP design purposes.

During the week of 12/11/2006

1)      Removal of 1 above ground storage tank and segregation with demo debris.
2)      Continue segregation and disposal of demo debris.
3)      Bid package sent out for survey of Site.


Planned Removal Actions
1)       Remove 1- below ground storage tank and 6-Transformers currently on concrete slab.
2)       Removal and disposal of the former facility concrete slab contaminated with PCB’S. Excavation and disposal of PCB contaminated soils from under slab floor up to a possible depth of six (6 “+) feet.
3)   Removal of the dry well located at the far north end of the former facility. Complete any miscellaneous soil excavation from around the former facility foot print and disposal of material.
4)   Design and install an Earth cap across the entire former facility foot print and seed.
5)   Decontamination of equipment and demobilization of all support zone areas.


Next Steps
Direct and coordinate with START and ERRS the ongoing removal action.  In addition, coordinate efforts with VT DEC and the Town of Bennington, VT.

Key Issues
Town of Bennington and Vermont DEC have to agree on a maintenance agreement regarding keeping the integrity of the earthen cap of the Site.
